Roseville MI ----The Roseville Police Department is searching for a 10-month-old baby,
taken from her great-grandmother Wednesday night.



Rylee Alexann Folan is believed to be with her mother, Samantha Lynn
Folan, and mother's boyfriend, Ryan Frederick, who could be headed to
North Carolina, Roseville Police Deputy Chief James Berlin said in a
statement. Investigators have been told the couple is addicted to
illegal narcotics and believe Rylee is in severe danger, Berlin said.
The baby's grandmother has custody of the child, who was taken from her
home near Frazho and Gratiot at about 6:30 p.m. Wednesday. During a
visit, the baby's mother took the girl and fled the home when her
great-grandmother left the room momentarily, police said.
Her great-grandmother has had custody of the baby after courts terminated
parental rights of the girl's biological mother, according to police.
Witnesses saw the girl's mother meet up with Frederick outside the home leave
with Rylee.
Police do not know the type of vehicle the couple used to flee.
An Amber Alert had not been issued as of 7 a.m.
because it's a parental kidnapping, which doesn't meet the criteria for
Amber Alerts, Lt. Dan Davis said from Michigan State Police headquarters
in Lansing this morning.

A 10-month-old was found safe Thursday afternoon following an Amber
Alert, and the child's mother and the mother's boyfriend have been
arrested, police said. Roseville police say three arrests have
been made in connection with the alleged abduction of Rylee Alexaann
Folan. Samantha Lynn Folan, 20, and her boyfriend, Ryan Richard
Frederick, 17, took Rylee around 6:30 p.m. Wednesday from the child's
great-grandmother's home in Roseville.The great-grandmother, Linda Legendre, says she was granted legal
custody of the child by Child Protective Services in November. Folan was
scheduled to appear in court April 6 for a hearing to determine if her
parental rights would be terminated. Legendre said Folan stopped
over at the house two times Wednesday. On the second visit, Legendre
said, she grabbed a few handfuls of Rylee's clothes and took off with
her. Legendre, who was in the kitchen cooking at the time, reached the
front door just in time to see Folan and the baby get into a vehicle
with Frederick inside. Legendre said before Folan took off with
the baby, she'd helped Frederick leave a court-ordered drug rehab
program. Legendre said Frederick was being transported to a facility in
Pontiac when Folan and another man picked him up. Folan also made a trip
to her mother's home in Capac, Mich., to get some belongings. The
Macomb County Prosecutor's office Thursday morning issued warrants
charging the pair with one count each of parental interference and
conspiracy to commit parental interference. Both charges are a one-year
felony. Legendre said Rylee has lived at her townhouse near
Frazho and Gratiot since she was born. Folan, she said, had been living
with Frederick at a flat in Detroit. Frederick met Folan in September
and is not Rylee's father. In recent months, Legendre said, Folan has
been homeless and staying at shelters or with friends.

Three people are facing $1 million bonds,
arraigned Friday on kidnapping charges.

The 10-month old Rylee Alexann Folan was found unharmed Thursday after
she was kidnapped from her great-grandmother's
home Wednesday evening near Frazho and Gratiot.

Now jailed are Rylee's mother, 20-year old Samantha Folan; the
mother's boyfriend, 18-year old Ryan Frederick; and Frederick's friend,
25-year old Michael Adam Payne.
Family members say Rylee was found three hours away, somewhere on the
west side of the state.

Police say they believe the trio was planning to take Rylee to Puru,
which does not have an extradition treaty with the U.S.

Riley's Grandmother, Becky Folan, says that her
daughter was seeking help for drug problems. "She was just going to all
her classes, doing her drops, doing everything she was supposed to do to
try to get the baby back," she said.

"And then, this happened. And she's never going to see her now."

Becky Folan said Samantha had asked her for her birth certificate a
while back -- but it didn't raise any red flags. The grandmother now
assumes her daughter may have been attempting to obtain a passport.

Three people have been charged in connection with the Wednesday
abduction of a 10-month-old Roseville girl, including the child
noncustodial mother.Twenty -year-old Samantha Lynn Folan, her
18-year-old boyfriend Ryan Richard Frederick of Chesterfield and their
friend 25-year-old Michael Adam Payne were arraigned in 39th District
Court on multiple charges Friday.All three suspects cried as they
listened to the judge read off the charges.
Each suspect faces one count of kidnapping, a felony that carries a
maximum life sentence in jail and one count of conspiracy, which carries
a 15 year penalty.Frederick's family couldn't control their
emotions inside of the courtroom as the judge read off the charges. At
one point, a court officer asked them to be quiet or leave the
courtroom.An Amber alert was issued for Rylee Alexann Folan after
police said that Samantha Folan and Frederick abducted her from her
great grandmother's Roseville home Wednesday evening.Police
upgraded the missing persons alert Thursday morning to an Amber Alert
because they thought the child could be in severe danger because of the
couple's suspected addiction to illegal narcotics."They are bad
people she's hanging with and they do do drugs. They do heroin and
prescription drugs," the baby's great-grandmother Linda Legendre had
said.Police said Payne drove Folan and Frederick to a home in
Three Rivers, Mich.The trio was arrested at the home and the baby
was found safe."They got what they deserve. It’s hard to say
that, but I am just happy that we have the baby," said Folan's mother,
Becky Folan.The baby was placed in the custody of her
great-grandmother after the courts terminated the mother's parental
rights.Becky Folan said her daughter had hinted that she would
abduct the baby if she lost custody."She told us that before --
that if she can't have Rylee then we'll never see her again. Nobody can
have her," said Becky Folan.Frederick's family said that
their son had battled with addiction but he had been clean since
December."I believe this is all Sam's doing, her plotting this
and my son went along with this because he loves her," said Frederick's
mother.The baby has been returned to her great grandmother.“I
am just so happy that the baby is OK and that I am going to get her
back. I am just so relieved,” said the baby's great-grandmother Linda
Legendre.
