Littleton CO ---- Littleton police have an
arrest warrant for the mother of a missing 4-year-old child who may have
been taken out of state.According to police, Megan Dephie
Alexandra Richard did not return from a scheduled visit with her mother,
Robin Siler. Megan's father notified police who found Siler had sold
her car, moved out of her house and disposed of some of her belongings."Investigators
have determined that the mother has indicated an intention to leave
with the child and possibly take the child out of state," a news release
from Littleton police stated.
A warrant has been issued for the arrest of Siler on felony charges of
parental kidnapping, police said.Anyone with information as to
Megan Richard's whereabouts is being asked to contact Detective Jim
Patton at 303-795-3893 or the Littleton Police Dept. at 303-794-1551.

after she was found in Europe with her mother.Littleton police were notified last week by Interpol that Megan Delphie Richard was located in Heidelberg, Germany.On Friday, Richard's father flew to Germany be reunited with his daughter and bring her home.

arrest warrant alleging violation of custody order. Police said she
unlawfully removed her daughter from the United States in early June
2010.

LITTLETON - A 5-year-old girl, who the FBI says was kidnapped by
her mother last June, returned to Littleton over the weekend.
Megan Richard spent the last 10 months living in Germany
with her mother Robin Siler. According to police, Siler took Megan out
of the country without her father knowing.
"It's the most excruciating, emotional thing I've ever felt," Bijan Richard, Megan's father, said.
Back in June, Siler told Richard she was taking their daughter on vacation to Arizona.
Since the two split custody over Megan, it was a requirement for
Siler to call Richard daily with updates. As the days passed, no calls
were made.
"By then my wife and I were alarmed," Richard said.
It didn't take long for Richard to contact authorities. A few days
later, Siler, who liked to be called "RJ," sent Richard an email.
"And RJ told me in the email, 'We're tired of how you treat us. I
have gotten a job somewhere else and I'm taking Megan with me,'" he
explained.
It was at that moment when authorities started to take the case
seriously. The FBI even got involved. Richard discovered his ex-wife had
taken Megan from Denver to Phoenix to Los Angeles and then to London.
Since Siler was born in Germany and had a fascination with the country, Richard figured she would end up there. He was right.
"We had the Amber Alert out. We had everything," he said.
Richard created a few websites to put out information that he was
looking for his daughter. Eventually, a complete stranger from a village
in Germany spotted Siler and messaged Richard.
"I owe my life to this person for the rest of my life," Richard said.
Despite how many times this person saw Megan with Siler, Siler was
able to get away before she was caught. Richard then traveled to Germany
to search for himself. After two weeks, he came back to the U.S.
without any success. Then he received a phone call.
"My attorney from Germany calls me and tells me they found them. Found them in a Kindergarten class," Richard said.
Siler was taken into custody by German authorities and a foster
family was caring for Megan. Within two days, Richard was back in
Germany.
"The door opened and Megan was there on the floor. And the moment she
saw me she jumped in to my lap and we hugged for a good three minutes.
She wouldn't let go and neither would I," Richard said.
Now they are back home in Littleton and are trying to move past the last 10 months.
The Committee on Missing Children says 75 percent of children who are
kidnapped by their parents and taken to foreign countries never return
home. The group says 50 percent of the time it is the mother who kidnaps
the child and the other 50 percent it is the father.
As for Siler, she is being held in Germany where she is facing
several charges. She will likely return to the U.S. in the future
because there is a warrant out for her arrest in Douglas County.
