Kansas City police arrested a 22-year-old woman this morning after she allegedly left her 3-year-old son alone in a boarded-up apartment.Police said the landlord boarded up the apartment in the 2600 block of E. 23rd Street Wednesday and later was informed that someone had broken into it. He went there today to make repairs and found the boy alone inside.The landlord called police about 7:45 a.m. After police arrived, the boy’s mother returned. She was arrested for investigation of child endangerment. The boy was taken to the hospital for a severe case of eczema.

Rasheda Perkins told police that she dropped her 3-year-old son off with his father at 23rd and Prospect last Thursday night. The 22-year-old was charged the next day with two counts of first-degree child-endangerment after the owner of a boarded-up apartment building at 2608 East 23rd Street called police.

The building's owner reported that a small child was abandoned in Apartment B. Police arrived and found Perkins' 3-year-old son wrapped in a white sheet, lying alone in the corner of the living room.

An ambulance picked up the 3-year-old boy and took him to Children's Mercy Hospital, where medical staff diagnosed him with severe eczema and "failure to thrive."

Medical records showed that the child had been hospitalized numerous times "due to Perkins' failure to adhere to medical recommendations and failure to seek adequate medical attention" for the skin disease. The detective's probable cause statement says Perkins had received extensive counseling on how to properly care for her son's condition.

Perkins showed up at the apartment while police were conducting their investigation and identified herself as the child's mother. She said that she was returning in order to meet with the boy's father, Derrick Shaw, so that the two of them could take the 3-year-old to Shaw's mother's house at 23rd and Montgall. Perkins told police she'd never set foot inside the apartment where the child was found.

The recommended bond for Perkins' felony charges is $100,000.
