Police search for missing 6-year-old Arizona girl

TUCSON, Ariz.  — The overnight disappearance of a 6-year-old Arizona
girl triggered a massive search Saturday by scores of police, FBI agents
and a large contingent of deputy U.S. Marshals as officials
investigated the possibility that she was kidnapped or just wandered
off.

First-grader Isabel Mercedes Celis's parents last saw her in bed at
11 p.m. Friday, and they discovered her missing at about 8 a.m.
Saturday, Tucson police spokeswoman Sgt. Maria Hawke said.

Police continued to search an area of Tucson around East Broadway
Boulevard and Craycroft Road into the evening using street patrols,
canines, detectives and a helicopter.

Friends of the family, meanwhile, fanned out to distribute fliers with a photo of Isabel, KVOA-TV in Tucson reported.

"We're really surprised or shocked that anything like this could
happen to our family," the girl's uncle, Justin Mastromarino, told the
television station.

Hawke said investigators were looking into all potential scenarios,
including the possibility that Isabel got up and wandered out of the
home she shares with her parents and two brothers or that she was
kidnapped.

Investigators also were examining every door and window of the house for signs of a break-in, Hawke said.

Both parents live in the home, so police had no indication a child
custody dispute was involved but weren't completely ruling it out.

"Because of the possibility existing that this child could have been
abducted, we're treating it as if it's that significant," Hawke said
Saturday afternoon. "We don't want to be caught behind the ball by not
exploring that possibility."

The working-class neighborhood of single-family homes is sandwiched
between a large shopping mall to the east and businesses and a Catholic
school to the west.

Hawke says at least 75 law enforcement officers were involved,
possibly as many as 100, as more resources continue to arrive to help in
the search and investigate the disappearance.

Isabel is described as just under 4-feet-tall and weighing 44 pounds, with brown hair and hazel eyes.

AMBER Alert: When and why they're issued in Arizona

TUCSON - Sgt. Maria Hawke with the Tucson Police department says
circumstances surrounding the disappearance of 6-year old Isabel
Mercedes Celis do not meet the criteria for issuing an AMBER alert.

Tucson Police say they do not have a defined suspect, suspect
vehicle, or license plate description, so the criteria for issuing an
AMBER Alert have not been met.

Here's the criteria that must be met for any AMBER Alert to be issued:

1. An abduction of a child under 19 has occurred.

2. The abduction poses a threat of immediate danger, or serious bodily injury or death to the child.

3. Law enforcement has determined that the child is not a runaway.
And has not been abducted as a result of a child custody dispute, unless
the dispute poses a credible threat of danger to the child.

4. There is enough descriptive information about the child, the
abductor and the circumstances surrounding the abduction that will help
locate the child and apprehend the suspect.

5. There is information available to disseminate to the general
public, which could assist in the safe recovery of the child and/or the
apprehension of a suspect.

The Arizona AMBER Alert is not activated for every missing/abducted child.

If the incident does not meet the criteria of this plan for
activation, nothing precludes the investigating agency from contacting
the media for assistance in disseminating the information surrounding
the incident. However, the incident should not be referred to as an
AMBER Alert since it does not meet the activation criteria.

Law officers searched Tucson areas
early Sunday for a 6-year-old Arizona girl who was reported missing from
her bedroom, a disappearance that police are calling suspicious and a
possible kidnapping.

First-grader Isabel Mercedes Celis's parents last saw her in bed at
11 p.m. Friday, and they discovered her missing at about 8 a.m.
Saturday, Tucson police spokeswoman Sgt. Maria Hawke said.

After a fruitless day of searching Saturday, numerous patrol and
search and rescue personnel continued the hunt Sunday morning, Hawke said.

She said that at any given time, 75 to 100 officers from a variety of
agencies were taking part, including police, FBI agents and a large
contingent of deputy U.S. Marshals.

Police officials couldn't be reached early Sunday, but the Pima
County Sheriff's office said that as of 2:30 a.m. there was still no
word that the girl had been located.

Teams combed an area of Tucson Saturday around East Broadway
Boulevard and Craycroft Road into the evening using street patrols,
canines, detectives and a helicopter.
At one point late Saturday night, communications operator Patrick
Olea said the area encompassed "pretty much the entire east side."

Also involved are Department of Corrections bloodhounds,
search and rescue experts and a Pima County rapid response team.

Friends of the family also fanned out to distribute fliers with a photo of Isabel,
KVOA-TV in Tucson reported.

"We're really surprised or shocked that anything like this could
happen to our family," the girl's uncle, Justin Mastromarino, told the television station.

Hawke said earlier that investigators were looking into all potential
scenarios, including the possibility that Isabel got up and wandered
out of the home she shares with her parents and two brothers.
But late Saturday, when asked if police still think she might have
wandered away, Hawke responded: "We are treating it as a suspicious
disappearance and possible abduction
."

"All potential avenues of investigation have been vigorously explored

"They're amazing people. They're very nice very sweet (and) outgoing," said neighbor Jerry Pike.

Before I can offer any insights on this case we need to know more about the family dynamic.
While not at the most vulnerable age for family involvement (2-3 yo) you always start with the last known contacts.
One thing that does stand out is the time the disappearance was noted. Does 8AM sound a little late for a child this age to be up and about on a Saturday morning? How old are the other siblings?
At this age I was awake and watching Saturday morning cartoons, certainly before my parents were out of the bedroom.
What was happening with her Friday night? Bad report card? Scolded for something she did or didn't do?
The real key will be to see the parents and their involvement with the media.

Tucson, Ariz. • The parents of a missing
6-year-old Arizona girl asked their parish priest for prayers Sunday as
volunteers passed out fliers across Tucson and more than 150 law
enforcement officers tried to figure out whether she had been abducted.
Tucson police chief Roberto Villasenor said at
an afternoon news conference that officers working the case had served
at least two search warrants but had no new clues in the disappearance
of first-grader Isabel Mercedes Celis.






He said the girl’s parents, identified by
friends as Becky and Sergio Celis, were helpful as police worked to find
their youngest child. He said police still were classifying the case as
a "suspicious disappearance/possible abduction."

"We’re not ruling anything out of the
investigation at this point because we really need to keep our mind open
about all the information that’s been brought to us," Villasenor said.
"The family has been cooperating with us."

Officers kept the whole neighborhood block
where Isabel lives cordoned off for a second day and fanned out over a
wide area looking for clues to the possible kidnapping.

The Celises last saw their daughter in her
bedroom at their Tucson home at 11 p.m. Friday and discovered her
missing at about 8 a.m. Saturday, police spokeswoman Sgt. Maria Hawke
said. The parents phoned 911 minutes later.

Mary Littlehorn, who has worked with Becky
Celis as a registered nurse at Tucson Medical Center for five years,
said the couple has been together since they were teenagers and doted on
their sons and daughter. She said Isabel, whose nickname is Isa, loved
to play baseball and dance; the girl was supposed to play in a baseball
game Saturday.

"She’s just the sweetest, she is feisty, she’s full of life and spirit," Littlehorn said.

Littlehorn, who gathered Sunday with other
family friends at a police command post, said authorities separated the
two parents for hours Saturday as they questioned them. She said it was
difficult for them knowing their little girl was out there somewhere.

"She hasn’t been allowed to help look for her daughter," Littlehorn said of Becky Celis.

Not these days Tom. Kids seem to stay up later and wake later. They sound like a decent family and I don't like the fact that their house is by an ally. I've got a feeling this is a stranger abduction. Probably someone who lived in the immediate neighbourhood.

Isabel Celis: Missing 6-year-old from Tucson may have been abducted


Isabel Mercedes Celis is missing from her home in Arizona and police
have stated her disappearance is a possible abduction on Sunday.

Law enforcement have blocked off the neighborhood on the 1500 block
of East 12th Street in Tuscon where Isabel was last seen in her bedroom
on Friday evening. Her parents discovered her missing around 8:00 a.m.
the following morning, police spokeswoman Sgt. Maria Hawke said.

Isabel's father said the window was open, but there was not broken glass, reports KVOA News.

"I don't think that there's a sign of forced entry," said Police
Chief Roberto Villasenor. "We have a location where we think could be a
possible location of entry, but there's also questions that we're
looking into on that. The family has been cooperating with us, but
we're not ruling out anything on this investigation."

During a news conference, Tucson police chief Roberto Villasenor said
that they have served two search warrants, but had no new clues as to
Isabel's disappearance, reports ABC News.

Investigators first believed that Isabel, who goes by the nickname
Isa, may have wandered off, but as time passed they no longer believe
that theory.
During the search on Saturday, nearly 100 officers, including FBI and
Marshals have taken part in the search for Isabel, by foot and air. As
the search continued Sunday, the neighborhood was still cordoned off as
police kept anyone but residents from entering, reports KVOA News.

Volunteers manned a post on Sunday near the family home while family
and friends fanned out in the neighborhood posting up fliers.

Isabel is 4 feet tall, with brown hair and hazel eyes. She weighs
approximately 44 lbs. She was last seen with her hair in two long
braids. She is missing one front tooth and one bottom tooth. Anyone with
any information about Isabel's disappearance or whereabouts is urged to
call 911 or 88-CRIME.

Isabel Celis: FBI dog alerts in missing girl's home


FBI-trained dogs found something of interest in the home of Isabel
Mercedes Celis, the missing 6-year-old from Tucson, Arizona, reports ABC News.

"We have information we obtained from the dogs that has necessitated
more follow-up investigation," said Tucson Police Chief Roberto
Villasenor.

Isabel was last seen on Friday evening when
she was put to bed by her parents Sergio and Rebecca Celis. The
following morning around 8:00 a.m., she was gone and the bedroom window
was open and the screen removed, said Villasenor, although he stressed
that it is not "a definitive point of entry."

Law enforcement have blocked off the neighborhood on the 5602 block of East 12th Street in Tuscon where Isabel was last seen.
Police will continue to work with the dog handlers to interpret what
the alerts means. One is a cadaver dog and the other specializes in
looking for "unknown scents." Only one dog alerted and information on
which dog alerted has not been released at this time.

Villasenor also said that no suspects or persons of interest have been identified and no one has been rule out, reports MyFoxdc News.

Isabel is 4 feet tall, with brown hair and hazel eyes. She weighs
approximately 44 lbs. She was last seen with her hair in two long
braids. She is missing one front tooth and one bottom tooth. Anyone with

Cops search landfill for missing Arizona girl

Police looking for evidence in the weekend disappearance of six-year-old Isabel Celis searched a landfill near her Tucson, Arizona, home.

According to the Arizona Daily Star, investigators said garbage was picked up in the neighborhood before Isabel was reported missing on Saturday morning and they have secured the area of the Los Reales Landfill, where that trash would have been dumped. Tucson Police Chief Roberto Villasenor called the search “normal protocol.”

At a press conference early Tuesday, police announced they'd wrapped up their latest search of Isabel’s home around 1:30 a.m. and they expect to allow the family back into the house today. They would not comment on what, if anything, was found during the search, but it was prompted by FBI K-9 dogs "hitting" on something at the house.

Isabel’s parents had reported that she vanished from her bedroom in the middle of the night after going to sleep Friday. According to police, one of the windows in her room was found open with the screen removed. Investigators have not ruled out any possible explanations for her disappearance, which they have described as “suspicious.”

Police told reporters Monday that detectives had spoken to all sex offenders within three miles of the Celis home and have gone door to door making contact with neighbors. They have followed up on more than 100 leads and sought surveillance video from nearby businesses, but there are still many details of the investigation that have not been released.

Isabel’s family issued a statement through police Monday thanking the community for their support and insisting that they are cooperating fully with authorities.

Family members and Pima County officials are offering a reward of up to $6,000 for substantial leads in the search. Anyone with information is asked to call 520-882-7463.

Unless the CSI's picked up foreign prints or other evidence I am highly suspicious of this.
It's easy for them to go outside and make it look like somebody pried open a screen and window.
Alley? They also have a tall wooden fence around the property.
I am telling you this suspect lives in that house.
Why else would there be a cadaver dog hit? In her room no less...
No abductor would kill her there and then leave. What would be the point?
Why search a landfill if there's no evidence that she is deceased?

The family of a missing 6-year-old girl from Tucson, Isabel Mercedes
Celis, will be allowed to reenter their home today after police finished
searching for evidence and clues to the girl's Saturday disappearance.

Police wrapped up their search early this morning after serving their
final search warrant on the home around 1:30 a.m., Sgt. Marco Borboa of
the Tucson police department said today.

Investigators had previously found the girl's bedroom window opened and
the screen removed while searching the home this weekend, and
FBI-trained dogs "hit upon" something during one of the searches.

Celis was reported missing by her father around 8 a.m. Saturday after
Celis' mother left for work and her father went to wake her up. The
little girl was last seen around 11 p.m. Friday, when she was put to
bed, he said.

Police say they have received more than 200 leads on the case in the
past two days, in addition to tips received on Saturday, immediately
after the disappearance. Investigators are still combing through those
leads, Borboa said today.

For the past three days, Tucson police have focused on a three mile
radius of the girl's home, knocking on doors and speaking to neighbors,
in addition to searching a nearby landfill. Garbage from the Celis
family's neighborhood was collected on the Saturday morning of Isabel's
disappearance and taken to the landfill, police said.

Police also searched the homes of a number of residences close to where
Isabel disappeared, including one home on the same street as the girl's
house.

Police would not say which residences were searched, but did acknowledge
that more than 15 registered sex offenders live within a three mile
radius of the family's home, including at least one who lives in the
immediate vicinity.

Police have not ruled out the parents of the missing child as suspects.

"We are investigating all of the parties involved," he said today.

Family of missing Arizona girl, 6, allowed home

(Reuters) - The parents of a missing 6-year-old Arizona girl who authorities said may have been snatched from her bedroom in Tucson were allowed home on Tuesday after a search of the family home using FBI-trained dogs, police said.

The parents of first-grader Isabel Mercedes Celis told detectives she was last seen on Friday night when they tucked her into bed, and was found to have vanished when a family member entered her room the next morning to awaken her, police said.

After an intense but fruitless door-to-door search of a swath of Tucson surrounding the girl's house, investigators renewed their focus on the family's single-story home on Monday morning using specially trained dogs brought in by the FBI.

Police Sergeant Marco Borboa said officers finished their second warrant-backed search of the Celis home in the early morning hours of Tuesday, adding that police expected the family to return home later in the day.

In their hunt for the child, police extended their search to adjacent neighborhoods and were continuing to scour the nearby Los Reales landfill for clues Tuesday. Officers were sifting through a portion of refuse that had been transported from the area near the girl's home Saturday morning, Borboa said.

Police have said they were treating Isabel's case as a "suspicious disappearance" and were not ruling anything out, nor had they identified any suspects in the case.

"Do I have (enough information to) say 'Be on the look out for this type of person? No, I don't have that level of information," Police Chief Roberto Villasenor told a news conference.

Villasenor said an FBI behavioral analysis unit was flying into Tucson on Tuesday to help "guide us in questioning" Isabel's family and neighbors.

Police were also collaborating with the National Center For Missing and Exploited Children, which Villasenor said was considering Isabel's case "the highest profile case currently being worked in the nation."

The missing girl's parents thanked well-wishers for their support and said they were cooperating fully with police in a statement read out by Tucson police at a news conference late on Monday.

"They're being very cooperative," Villasenor said, adding "Obviously (these) are times of emotional distress for them."

Hundreds of volunteers have joined in the search for the missing first-grader, amid an outpouring of support for the family in the close-knit Tucson community.

Kelly Tafoya, a member of ‘Mommies of 520,' a support group that alludes to Tucson's area code, showed up at the police command station Tuesday morning to pick up posters showing Isabel's face to place in the windshield of her car.

"My daughter is roughly the same age and I can't imagine the guilt they must be feeling," Tafoya said. "If I woke up and I was home and my child was missing, I would be beside myself."

Villasenor urged parents to be extra vigilant - a message already heeded by Tafoya who kept her eyes glued on her 5-year-old daughter Brooklyn who darted around the parking lot.

"Since it happened, we're a lot more careful about where she's at. I went out and bought more window locks," Tafoya said.

Investigators believe Isabel Mercedes Celis, who was reported missing on Saturday, may have been snatched from her bedroom in the single-story house in Tucson, but police said they have so far failed to pinpoint a potential suspect.

Tucson police said investigators were in the process of "refreshing" an earlier search warrant for use in a third inspection of the house, which Isabel shared with her parents and two older brothers.

The family was obliged to leave the house on Monday morning, when the FBI brought in search dogs. After a second sweep of the home on Tuesday morning, the family was given the go-ahead to return, but chose not to do so, police said.

About 12 hours later, authorities decided to re-enter the dwelling with members of an FBI behavioral-analysis team who would study the interior, getting their own "first-hand view of the scene", before interviewing Isabel's parents, siblings and other potential witnesses, police said in a statement.

Clues for Missing Tucson Girl Isabel Celis Sought in Surveillance Video

The answer to how 6-year-old Isabel Celis disappeared from her Tucson home last Saturday may be found in surveillance videos from neighboring houses and stores, police said today.

One camera is attached to a home just 75 yards away and points directly at the Celis family's house, while others are attached to nearby businesses. Police hope they could yield clues to the girl's overnight disappearance.

Today, police will extend their search for the girl to drainage and water systems in the nearby area, Tucson police chief Roberto Villasenor said at a press conference this morning.

During the prior four days, police have scoured the neighborhood for clues, searching nearby homes and a landfill where trash was taken the day of Celis's disappearance.

FBI-trained search dogs, including one cadaver dog, were brought into the family's home where they hit upon something that police said was important to the investigation.

On Tuesday night, an FBI team specializing in behavior profiles searched the Celis family home and interviewed the family members. The family is now allowed back in their home following the search, but has not yet returned, Villasenor said today.

On Saturday morning, about an hour after the 6 year old's father called 911 to report his daughter missing, Emily Collins says Isabel's brother walked into a nearby store searching for his sister.

"He came in and he asked did you hear anything," Emily Collins, who works at the store, told ABC News. "'The little girl was last seen around 11 p.m. Friday, when she was put to bed,' he said. 'We were all sleeping and we didn't hear anything and the next thing you know she's gone.' He asked me once again, 'we were sleeping and we didn't hear anything and she's just kidnapped.'"

ABC News obtained a police questionnaire detectives used to interview neighbors, which asks whether they have surveillance cameras, heard dogs barking the night of the girl's disappearance, and know any of Celis's normal habits and routines.

Police have scaled back the search operations near the family's home, but said they will focus in on specific areas beginning today to try and solve the case.

Noon — The family of a missing Tucson girl will make its first public statement this afternoon.

The family has not been available to media since Isabel Mercedes Celis was reported missing Saturday morning.

The Celis family will have a news conference at the volunteer tent near the police staging area at 2 p.m., Tucson Police Chief Roberto Villaseñor said at a noon news briefing near the Celis family home. The staging area is near Broadway and South Craycroft Road.

The next police update on the search for Isabel will be at 4 p.m. at the Hardesty Substation, 1100 S. Alvernon Way.

Villaseñor said Isabel’s parents, Sergio and Becky Celis, will be speaking at the news conference. He said police are facilitating the news conference at the family’s request.

Isabel Mercedes Celis Missing: Parents make public plea for her return

(CBS/AP) TUCSON, Ariz. - The parents of a 6-year-old Isabel Mercedes Celis, who disappeared from her home over the weekend, said Wednesday they will do anything to ensure her safe return.

Her parents, Becky and Sergio Celis pleaded in front of TV cameras for whoever has their "baby girl Isabel" to make their demands known..

Wearing a white T-shirt that read "Bring Isa Home," Sergio told the public, "Just please, please, the person or persons who have Isabel, tell us your demands. Tell us what you want. We will do anything for her."

A reward being offered by the Pima County attorney's office for information about the case has grown to $30,000, thanks to contributions and promised donations.

The couple expressed gratitude to investigators and people who have prayed for Isabel. The 6-year-old was last seen Friday night when she was getting ready for bed in her family's Tucson home.

Surrounded by friends and volunteers who have been passing out fliers, Sergio Celis also promised the search for his daughter would never end.

"We are looking for you, Isa. We love you and we miss you so much. We will never give up," he said.

The parents did not take questions from reporters who were gathered in a shopping center parking lot where police had established a command post.

This was the first time Isabel's parents spoke publicly since she was reported missing Saturday. The first-grader's parents have told police they last saw her in her room Friday night and they awoke Saturday to find her missing. Police said a window was open with the screen pushed aside.

Tucson police have also said they consider the case to be a suspicious disappearance and possible abduction.

Police Chief Roberto Villasenor said he still hopes to find Isabel alive.

Police said specially trained FBI profilers went through the family's home Tuesday to get a firsthand look inside and a better understanding of what the evidence looks like. Authorities would not elaborate on what that evidence was.

While a missing six-year-old girl’s Little League
baseball team held a vigil for her on Tuesday, police were putting crime
scene tape back up around her house.

Tucson Police Lt. Matt Ronstadt told reporters that investigators “refreshed” the search warrant on the home where Isabel Celis was
last seen so agents from the FBI’s behavioral analysis unit could come
in and examine it. Police are planning to scale back the search effort to focus more on the investigative aspect of the case in the days ahead.

Isabel’s parents reported her missing on Saturday morning, telling police she disappeared from her room sometime between when she was put to bed around 11 p.m. Friday and 8 a.m. Saturday.

At Tuesday’s vigil, a friend of the family read a statement that Isabel’s father, Sergio Celis, had given him over the phone.

"On behalf of myself, Becky, and the boys we'd like to thank the
Little League community for all their support and on-going prayers. We
can't be there right now, we'd like to, but we can't. Thank you for all
your support," the statement read by Joe Vega said.

Vega, who coached baseball with Sergio Celis, said he told him the
family was allowed to back into the house Tuesday to get a few things
but the situation has been very hard for them.

Another coach, George Hanna, told HLN’s Natisha Lance, “I trust Sergio and his wife with my children and I always will.”

Hanna said Isabel and her family were at the ballpark watching a game
last Friday night and Sergio stayed afterward to help clean up, which
may be why Isabel went to sleep so late.


Police said Tuesday night that their search of a local landfill was
completed without turning up any significant leads. The case is still
considered a suspicious disappearance and possible abduction. No
suspects have been identified.

At a police press conference Wednesday morning, Chief Roberto
Villasenor said investigators still hope to find Isabel alive and bring
her home safe.
