What's new

In response to Isabel Celis' disappearance and the
break-in and molestation of a girl on Tucson's northeast side, several
organizations will gather for a community forum today about how to
discuss the events with children.

Experts from the Tucson Police Department, the Southern
Arizona Children's Advocacy Center and mental health agencies will
present the "Courage Through Knowledge" forum and will offer information
on home and personal safety, developing a family safety plan and
discussing child abductions with children.

The free event is this evening from 6 to 7:30 p.m. at
the Southern Arizona Children's Advocacy Center, 2329 E. Ajo Way.

What's next

Police are set to update the case today.

So far

Isabel, 6, was reported missing from her midtown home on
April 21. Isabel's mother, Becky, did not respond to inquiries over the
weekend about the status of the search. It does not appear that the
family has returned to the Celis home on Tucson's east side since the disappearance.

TUCSON, Ariz. (AP) - Authorities say the
father of a missing Tucson girl was alone with her when she disappeared.
But police say that doesn't mean he's a suspect.

Authorities have been searching for 6-year-old Isabel Mercedes Celis since she was reported missing the morning of April 21.

At a news conference Monday, Tucson Police Chief Roberto Villasenor says investigators have
confirmed that the girl's mother went to work that morning and Sergio
Celis later reported Isabel missing from her bedroom.

Authorities are now prohibiting the man from having any contact with his other children. But
police say Sergio Celis voluntarily agreed with Child Protective
Services to stay away from Isabel's two older brothers.

Villasenor says the boys are staying with their mother.

Authorities declined to provide further details about Sergio Celis' status.

PHOENIX - Tucson police on Monday
released recordings of 911 calls reporting the disappearance of Arizona
6-year-old Isabel Celis, who authorities said may have been snatched
from her bed last month.

The high-profile search
for hazel-eyed Isabel, who was reported missing on April 21 from the
home she shared with her older brothers and both parents, drew national
media attention as volunteers and police combed streets in her middle
class Tucson neighborhood looking for her.

In the audio recording,
Isabel's father, Sergio Celis, calmly tells the operator he wants to "to
report a missing person. My little girl who's 6-years-old. I believe
she was abducted from our house."


Dad asked to stay away from missing Tucson girl's brothers


The second 911 was placed by Isabel's mother, Rebecca. The audio of the call and a transcript were posted by NBC News affiliate in Tuscon, KVOA.com.



Rebecca: Hello?


Dispatcher: Hello ma'am are you the mom?


Rebecca: Yes.


Dispatcher: Okay, what is your name?


Rebecca: My name is Rebecca Celis. C-E-L-I-S


Dispatcher: Okay, anything else you remember she was wearing and her hair?


Rebecca: Her hair is in braids. It's in little ponytails. I made little ponytails on her head last night before she went to bed.



Dispatcher: So who, noticed her gone, your husband?



Rebecca: My husband, I went to work this morning at seven and um, I
just, and I didn't even come and check on her, I should have come and
checked on her.



Dispatcher: Okay, now you looked everywhere, under the beds, the closets, everything?


Rebecca: Yeah, I looked everywhere, I even looked _______—
(inaudible) the windows out of our house. Somebody took the window out
of our house.


Earlier on Monday, police said
Isabel's two elder brothers had been placed in the sole care of their
mother over concerns for their welfare.

Tucson Police Chief Roberto
Villasenor said the girl's father, Sergio Celis, had agreed not to have
any contact with his sons, who are now in the care of their mother,
Rebecca Celis.

Villasenor told reporters
at a news conference that Sergio Celis had entered a voluntary agreement
with Child Protective Services to stay away from the children, but
declined to elaborate.

"Child Protective Services
said that this would be the best scenario at this point," he said. The
police chief did not give the boys' ages or names.

The girl's parents have told police
Isabel was last seen when she was put to bed on the night of April 20.
The family awoke the next morning to find her bed empty. Authorities
said a window to the girl's ground-floor room was open, and a screen was
missing.

Police have said they are treating
the girl's disappearance as a "possible abduction," but have yet to rule
anyone out as a suspect.


1,000 tips from the public
In a news release on Friday, Tucson police said they had been in
contact with Child Protective Services after becoming aware of
"information regarding the welfare of the older Celis children," but did
not elaborate.

Several days after Isabel
vanished, Sergio and Rebecca Celis made a tearful public appeal for her
safe return, pleading with their daughter's presumed abductors to "tell
us what you want."

After making their brief,
anguished appeal, they hugged volunteers who helped in a search for
their missing daughter, then walked away without fielding questions from
the media.

During the search in
recent weeks, Villasenor said police have received more than 1,000 tips
from the public. Police have also canvassed homes in a 3-mile radius of
the girl's home and searched the Celis house using sniffer dogs.

I just analyzed Sergio's initial call to 911.
This is not the sound of panic. This is not the sound of fear.
It almost sounds nonchalant. He even laughs as he tells the operator that he:
told his wife to get her butt home (insert chuckle here).
Sergio: Man up and tell us what happened to your daughter!

Police confirm missing Tucson girl was abducted

PHOENIX (AP) — Police investigating the abduction of 6-year-old
Isabel Mercedes Celis have scoured her Tucson, Ariz., home, interviewed
more than 500 sex offenders and waded through 1,000-plus tips.
So far, they haven't named a suspect.
But
revelations over the past week that Isabel's father, Sergio Celis, has
been barred from seeing her two brothers raised questions about the
focus and pace of their investigation.
On Tuesday, nearly a month
since she went missing, police said for the first time that she was
abducted, rather than characterizing the case as a "suspicious
disappearance/possible abduction."
Authorities have been searching
for the girl since her father reported her missing April 21. Family
members have said they last saw her in her bedroom the night before. A
window was later found open with the screen pushed aside.
A few
days after the disappearance, a neighbor told KVOA-TV that she heard her
dogs barking and male voices outside her bedroom window around 6:30
a.m. on the day she was reported missing. The neighbor said there were
no sounds that indicated a struggle.
Police declined to comment on her account.
Authorities
searched for Isabel in a three-square-mile area around her home, ponds,
dry streambeds and empty houses. They also searched her house, but a
judge has sealed those records until at least later this month.
Police
had examined the possibility that Isabel was in Mexico because of
Tucson's close proximity to the border. Federal authorities have been in
touch with Mexican police officials who checked hotels, bus terminals
and other businesses as they looked for her.
Meanwhile, Sergio Celis, an opera singer, sang "Ave Maria" at a May 6 benefit to raise money for the search for his daughter.
Police
announced in a news release late last week that Arizona's child welfare
agency was barring him from having any contact with his 10- and
14-year-old sons. On Monday, after a regularly scheduled news
conference, investigators released 911 recordings of him reporting his
daughter missing.
He was calm while her mother's reaction was full of emotion.
Sergio
Celis told a 911 operator that he believed his daughter was abducted.
Asked to explain why he thought that, Celis said, he couldn't and that
Isabel wasn't there when the family awoke.
"I want to report a
missing person," he said, calmly. "My little girl, who is 6 years old. I
believe she was abducted from the house."
The tone of Celis'
wife, Rebecca, was frantic. "She's only 6," said the mother as she
cried. "Can you please hurry and get somebody over here?"
Calls to Sergio and Rebecca Celis weren't returned Tuesday.
Michael
Piccarreta, a criminal defense lawyer in Tucson who isn't involved in
the case but has followed it, said family members are normally
eliminated as possible subjects at this point in investigations. In some
cases, he said, police focus on family members longer than usual.
"That
doesn't mean they are guilty," Piccarreta said. "It could mean the
police are having difficulty with an alternative theory."
Police
spokeswoman Maria Hawke said investigators have eliminated one theory.
"She didn't get up and leave the house on her own," Hawke said. She
declined to discuss the evidence that led investigators to make that
conclusion or reveal details about who they suspect took her.
Experts say the abduction of a child from a home is relatively rare.
Police are holding out hope that Isabel is still alive.
Tasya
Peterson, a spokeswoman for the Arizona Department of Economic
Security, which oversees the state's child welfare agency, declined to
comment on why Sergio Celis isn't allowed to be with his two boys. She
also declined to say whether there were any past calls at their home.
The Arizona Daily Star had reported early Tuesday that police concluded that Isabel was abducted.
Lynn
Jones, a criminology professor at Northern Arizona University, said the
public will connect the decision to prohibit Celis from seeing his sons
with the 911 recordings because they were both released around the same
time.
"So law enforcement, I would imagine, would have to do some work if they don't want them to be perceived together," Jones said.
Hawke
said it was a coincidence that the two pieces of information were
released at once and that the child welfare decision was released to
keep the public informed of the investigation. News organizations had
been requesting the 911 recordings, which take a while to prepare and
happened to be ready on the same day as the child welfare news
conference.
"People are free to form their own opinions," Hawke said.
David
Pike, who lives on the same block as the Celis family and whose sons
used to play with Isabel's brothers, said he is perplexed by how calm
the father sounded in the 911 phone calls.
"It just struck me as
odd. I get excited easily if I think one of my kids are hurt ... and
then there's times I've just sat there dumbfounded. Maybe that was a
dumbfounding moment for him and he wasn't able to wrap his mind around
it right away," he said.
"Maybe he truly thought she was playing a game," Pike said.

The 911 call is certainly not right, that's for sure. He must be really dumb if he's responsible for Isabel's disappearance and didn't at least pretend to be shocked and terrified.
Another observation - the mother left for work at 7am so she would have been up at 6.30 when the neighbour heard men talking outside.
Also, the father says to the 911 operator: "We woke up this morning and went to go get
her up
, start her baseball game and she's gone. I woke up my, my sons,
I, we looked everywhere in the house and my oldest son noticed that her
window was wide open and the screen was laying in the backyard. We've
looked all around the house."

Him saying "we" sounds like the mother was there when they went to wake Isabel up.

One way or another, I wish they'd find her but I've a feeling this will go unresolved like Lindsey Baum and Kyron Horman.

On Tuesday, law enforcement personnel searched the Arizona desert in
an effort to find clues in the case of missing Tucson girl, Isabel Celis.

Police and sheriff's deputies scoured an area north of Davis Monthan
Air Force Base for any evidence that may lead to the little girl.

The area was searched prior, according to the Arizona Daily Star, and police will continue to search a number of areas in and around town as part of their investigation.

Tucson police spokesperson Maria Hawke told reporters, “It's not
anything out of the ordinary that they're doing... They have been
consistently researching areas as information has developed.”

Also on Tuesday, police officially confirmed Isabel was kidnapped.

Tucson Police Chief Robert Villaseñor told the Star, “Someone played a
part in her disappearance... Some person is responsible for Isabel's
disappearance. Isabel did not just wander off.”

Police had previously classified the little girl's case as a “suspicious disappearance” and “possible abduction.”

Authorities have released the 911 calls made regarding Isabel's
disappearance, which include her father, Sergio Celis, joking with a
dispatcher. His wife, Becky Celis' call to 911 is quite different in
that she appears to be tearful, anxious and distraught.

Allow me to clear up some misconceptions of the MSM.
Few reporters are getting this right.
First of all, the investigators never said she was kidnapped.
They did she she was the victim of an abduction.
They also went on to explain that the only thing that rules out is that she ran away.
My point is, don't mislead the public by only listening to half of what was said.
Further, one might draw the conclusion that since they have removed the word possible from the abduction characterization, that they have some evidence to back that up. Odd, that this would coincide with a DCFS investigation that prohibits Sergio from contact with his family.

Child Protective Services workers went to Isabel Celis' home in December,
months before the 6-year-old was reported missing.
CPS representatives would not discuss the case. Tucson
police Lt. Fabian Pacheco confirmed the department was aware of the CPS
visit to the Celis home but said he did not know the circumstances.

Officials with CPS and the Tucson Police Department
recently said the child-welfare agency had been involved in the case
since Isabel was reported missing on April 21. But Wednesday morning,
Pacheco said investigators were aware CPS had made contact with the family much earlier.

"The earlier case, we are aware of that," Pacheco said.
"I don't know if they were open or closed, but there were previous CPS contacts."

Isabel's disappearance has drawn international attention
and more than 1,000 tips, although no suspects have been identified.
Police have also not ruled out Isabel's parents, Sergio and Becky Celis, as suspects.

Police recently confirmed the case is an abduction.
"We are not identifying any person or persons of interest," Pacheco said. '
We haven't narrowed it down to anyone in particular."

Pacheco said he was not familiar with the details of CPS'
involvement with the Celis family, but during the earlier stages of the
investigation detectives had spoken to CPS workers about the agency's history with the family.
"I am not aware of why they were summoned there," he said.
"I know there was a previous contact there for their agency."

Details of CPS' contact with the family, and how the
agency followed up with the report, remain unclear. In an email, Tasya
Peterson, a Child Protective Services spokeswoman, said officials would
not comment about any case history with the Celis family. The agency is
working closely with Tucson police and could not confirm, clarify or
correct any information about prior contact.

"The Department has previously stated that it is working
closely with the Tucson Police Department on the Celis case and we are
not confirming, clarifying or correcting at this time due to the
sensitive nature of this case and for the best interest of the children," Peterson wrote.

Wednesday afternoon, Tucson Police Chief Roberto
Villaseñor recast Pacheco's comments, saying they should not be
interpreted as confirmation that CPS had prior involvement with the
Celis family in December. He said Tucson police officers are working
closely with workers at the child-welfare agency, but it would be
inappropriate for police to comment about what contact, if any, CPS made with the family.

"We have had CPS with us since Day One," he said. "We
have advised them, and they have been involved. We are aware of what
information they have, however we don't comment on that."

Wednesday evening, Becky Celis had not responded to a message left through Facebook.
After a meeting between police and CPS officials last
week, Isabel's two older brothers were placed with the mother, and the
father agreed to have no contact with them.

A Tucson police spokeswoman confirmed the visit but says she couldn’t describe the circumstances that prompted it.
A state child welfare agency spokeswoman declined to confirm the visit.

So now we are getting closer to the truth. This rules out stranger abduction for me as I don't believe in coincidences of this kind. There's only 2 possibilities left - either the parent/parents or a sibling is responsible or the person or persons who contacted CPS in December has taken her out of concern for her welfare. The latter is unlikely as they would have come forward by now I would have thought and even if they had made an anonymous complaint to CPS, you'd think the FBI would most likely have identified who it was by now.

Reports on the NG show tonight indicate that there has been a leak of evidence.
Apparently Isa had written something inside her closet, either on the wall or the door that is pertinent to the case. Speculation further suggests that she was hiding in the closet at the time.

If you ask me, Sergio better make plans to join the Mens Choral Group at the local penitentiary. Come to think of it he'll have to hit some high notes once he meets his new boyfriend in there.

Sergio Celis' sister spoke on behalf of her brother Friday evening,
saying he had never talked directly with Child Protective Services until
last week.
Elena Lukasiewicz gave a statement during a
candlelight vigil and walk for Sergio Celis' daughter, Isabel, who was
reported missing from her home four weeks ago today.
Earlier this
week, the Tucson Police Department confirmed that CPS went to the Celis
home in December, although a police spokesman said he did not know the
circumstances of the visit.
CPS representatives would not comment on the case.
After
CPS officials met with police last week, it was determined that
6-year-old Isabel's two older brothers would be placed with their
mother, Becky Celis. Sergio Celis voluntarily agreed not to have contact
with his two sons.
Lukasiewicz gave the statement in response to
the reports that CPS previously went to the family's home, and to react
to what she described as the "negative press and public scrutiny" that
has been directed toward her brother, she said.
"After witnessing
the agony Sergio is suffering, it has pushed me forward to speak up
now," she said. "We ask that you please maintain compassion and
understanding for the entire family." Lukasiewicz did not give further
comment after reading the statement.
Becky Celis attended the candlelight walk but declined to comment specifically about CPS or the investigation.
She said she's talked to her husband periodically since he's been apart from the family.
The separation has been hard on her husband, she said.
She described her husband as a great father who loves his sons and loves Isabel.
The couple's sons have remained strong despite the circumstances surrounding the family, she said.
"The boys are having a hard time, but they're doing OK," she said. "They're strong."
Tucson
police said this week that the case was considered an abduction. Some
family members, along with most of the sex offenders in the area near
the Celis home in the 5600 block of East 12th Street, have been
eliminated as suspects, police said. Others, including Isabel's parents,
have not been ruled out.
Police did not release any new information Friday.
Candlelight vigil
Volunteers hosted a candlelight vigil and walk Friday evening that attracted more than 250 people.
The
walk began with a balloon release at volunteer headquarters in the
parking lot on the southeast corner of East Broadway and Craycroft Road
before heading to the Celis home in the 5600 block of East 12th Street.
Volunteers handed out candles for people to light once they arrived at the Celis home.
The
group was expected to walk around Park Place Mall before returning to
the headquarters for food and performances by musicians who wrote songs
for Isabel.
Volunteers will hold a meeting, open to the public, at
the headquarters at 8 p.m. Monday. For more information on the Isabel

The mother of missing Tucson girl Isabel Celis is defending her husband
as a "great father," refuting suspicions raised by the announcement
earlier this week that he would be barred from seeing his two sons,
Isabel's brothers.

"My husband's a great father," Rebecca Celis told told ABC affiliate KGUN as she
led hundreds of supporters on a candlelight walk Friday evening for her missing 6-year-old daughter.

"My husband loves those boys, loves my daughter," she said of her
husband, Sergio Celis. "He's a great husband, a great father to the boys
and to Isabel. At the end of the day when Isabel comes home,
everybody's questions will be answered."

Rebecca Celis said her husband wanted to attend Friday's vigil, but was
unable to since one of her sons wanted to be there. Sergio Celis was
told last week by authorities he cannot have contact with the girl's two
older brothers, who are now in the custody of their mother.

"It's tough because we're already under a lot of stress because we don't
have Isabel here, so to have more thrown on us, but we're strong and
we'll be okay, we'll survive it. We just want her back," she said.

Child Protective Services officials had visited the family's home in
December, but officials declined to discuss the circumstances.

"A voluntary agreement was reached between Child Protective Services and
the parents to restrict access or, voluntarily, for Sergio to give some
space and distance away from the two older children," Tucson Police
Chief Roberto Villasenor said.

Police said the development does not mean that investigators are turning
their focus on Sergio Celis in the disappearance of his daughter.

Sergio Celis' sister, Elena Celis, also spoke in defense of her brother at Friday's vigil.

"We ask that you maintain compassion and understanding for the entire Celis family," Elena told KGUN.

Isabel Celis was reported missing by her father around 8 a.m. April 21 after her mother left for work and her father went to wake her up.

The girl was not in her room, and a bedroom window was opened with the screen removed, police said.

In a 911 call released last week, Sergio Celis sounds calm as he
describes finding that the 6-year-old has disappeared from her bed and
tells police he thinks she was abducted.

"I want to report a missing person," Sergio Celis says on one of the two
recordings, made the morning of April 21. "My little girl, who is 6
years old – I believe she was abducted from our house."

The second recording is of a call featuring Isabel's 14-year-old
brother, Sergio, who later gives the phone to his mother after she
returns home from work. Both the boy and his mother are frantic, though
the woman seems to control herself when she is asked for specific
information about the girl's height and weight, what she was wearing, and her hair and eyes.

Police have searched homes in the family's neighborhood, dug through a
nearby landfill and searched waterways and drainage systems in Tucson.
More than 1,000 tips have poured in regarding the 6-year-old's disappearance.

Tucson Police say they’re asking for more information from people who
live and work in the area where 6-year-old Isabel Celis went missing a month ago.

They are circulating a new questionnaire to people who frequent the
residential and business area of Tucson near Broadway and Craycroft,
where the girl was last seen at her home.

The department hopes the questions will help provide specifics in the
continuing investigation for the missing child, says Tucson Police Lt. Fabian Pacheco.

The questions are generally "regarding any unusual activity you may
have seen in that area, any delivery, or solicitors, or service
personnel that were in the neighborhood, any construction in this
immediate area that’s our focus," Pacheco says.

Police also say they’re no longer providing regular media updates on the case.

“As the investigation goes on day and day, the amount of information
that we come here and we’re able to share with you is less and less,"
Pacheco says, because most of the information they’re working on is too
sensitive to release.

Further updates will be made as appropriate, he says, adding the
reduction in regular news conferences is not an indication the investigation is waning.

He said Monday police plan to make contact again with about 150
people in 30 to 40 homes near the Celis family residence and are talking
again to sex offenders in the area who have a history of assaulting
children younger than 10.

Isabel was reported missing the morning of April 21. Her family saw
her late the night before when she went to bed, and her father and
brothers awoke the next morning to find her missing.

Isabel's mother was at work when the family discovered the girl
missing, and 911 call records show she came home when she found out
about the disappearance.

Police say they have followed more than 1,000 tips during the
month-long investigation and have not named any suspects or ruled anyone
out as a suspect.

The family's two sons are in the custody of their mother. Police say
the children's father voluntarily ceased contact with them after state
Child Protective Services got involved in the investigation.

The Tucson Police Department says the agency's involvement is normal
in a missing child case, but neither the police nor CPS would release
details about the father's reduced contact with his sons.

In their latest update, held last Thursday, Tucson Police spokesperson Sgt. Maria Hawke confirmed that the Celis disappearance is being investigated as an abduction, and that Child Protective Services has had contact with the family before this incident.

New documents released in the case of missing 6-year-old Isabel Celis
reveal that Arizona police found reddish-brown stains in the girl's
bedroom and on household items during the investigation into her disappearance.

More than 550 pages of police documents were released in the case, which
began when Celis' father called 911 on the morning of April 21, 2012,
and reported her missing. He said he believed the girl had been abducted
during the night, and when he went to check on her in the morning, she
was gone.

The police reports released Thursday do not name a specific suspect or
show any possible theories about what happened to the girl, but detail
evidence found around the crime scene. One report shows that detectives
saw "apparent blood on the floor" of Celis' bedroom, and took into
custody a white hat and vinyl shower curtain that had "dark red-brown or
brown stains" and were found in a car located outside the family's home.

In another report, detectives noted that one person interviewed during
the investigation "said that a guy who was staying with the family owed
someone a lot of money and that's why she was taken."

Another witness interview points the finger at Sergio Celis, the girl's father.

"(The man) went on to say that something didn't seem right about what
was going on and alluded that he believed that the father was involved
in some way," the police report said.

Sergio Celis, who reported Isabel missing, told police that he had
fallen asleep on the couch on the night Isabel was taken, and that he
had woken up and moved back to his bed around 5 a.m., just two hours
before his wife awoke and left for work. She did not check on the little
girl before she left for work, according to police.

The girl's father has come under scrutiny before, as child protective
services in Tucson barred Sergio from having contact with his two sons,
Isabel's brothers, during the investigation.
