An Amber Alert is still in effect today for four missing children
who officials believe were abducted Thursday or Friday in Washoe County.

Officials say the children might be with their non-custodial mother, Claire Tourand.

Tourand was scheduled to meet with Social Services on Friday about
custody of the children. After she failed to show at the meeting,
investigators determined that Tourand had left her home in the previous
24 hours with the children.

Tourand was last seen driving a white, 1998 Mercury Sable with Nevada license plate "369 SDH."

Authorities ask that anyone who sees the vehicle or has information on the whereabouts of Tourard or her children call 911.

The children are Ivan Mata-Martinez, 9, Jakelyne Mata-Martinez, 8, Megan Mata-Martinez, 7, and Tyson Mata-Martinez, 4.

Tourand, 34, is described as a white, about 5-feet-8-inches tall and about 220 pounds, with brown hair and hazel eyes.

An Amber Alert targeting a Sun Valley mother accused of taking her
four children and fleeing has expanded to include Arizona and
California in addition to Nevada.

Tourand, 34, is charged with detention, concealment or removal of a
child from its lawful custodian, the Washoe County Sheriff's Office
said Saturday. Bail is $50,000 cash only.
An Amber Alert was issued Friday night for four children believed to be
taken by Tourand on Thursday or Friday from Washoe County. In issuing
the alert, the sheriff's office said an order had been issued for
return of the children by family court stating "an immediate risk of
harm to the children."Tourand is described as white, about5
feet, 8 inches tall, about 220 pounds with brown hair and hazel eyes.
She was last seen driving a white 1998 Mercury Sable with Nevada
license plates 369-SDH.The sheriff's office says Tourand may be heading to Mexico.The
children are Ivan Mata-Martinez, 9, who is 4 feet tall and about 80
pounds; Jakelyne Mata-Martinez, 8, who is 3 feet tall and about60

55 pounds; and Tyson Mata-Martinez, 4, who is about 2 feet 6 inches

The updated ages differ from the ages originally released by the sheriff's
office. All of the children have brown hair and brown eyes, the
sheriff's office said.
Tourand was scheduled to meet with social service workers on Friday about the
custody of the children and failed to show for the meeting, authorities
said. Investigators determined that she left her home sometime since
Thursday and fled with the children. A court issued an order requiring
the immediate return of the children.People who see Tourand or the children are asked to immediately call 911.

Nevada sheriff's deputies have authorities in four states combing
the freeways and border crossings for a woman and four children they
believe are headed to Mexico.An Amber Alert is displayed on
Southern California freeway signs today warning motorists to be on the
lookout for a white Mercury Sable with Nevada plates. The alert has
been issued in Nevada, Arizona and New Mexico as well.The alert
stems from an incident in Washoe County, Nev. – a warrant is issued for
the arrest of Claire Tourand, 34, who allegedly took off with her four
children illegally.Tourand is white, 5-foot-8, weighs 220 pounds and has hazel eyes and brown hair.Washoe
County Sheriff's Deputy Brooke Keast said that social service workers
came to the sheriff looking for the woman, who they say is a danger to
her children.Tourand had been living with the children at family
members' homes, but isn't authorized to be their guardian. A court
order was issued Friday to keep the children in the state after Tourand
failed to show up for an appointment with her social worker Thursday.
When authorities went to the house in which she was staying with the
children, it had been "cleaned out," Keast said.The children are

confidentiality rules prevented her from commenting on Tourand's
history that led social workers to take the children from her."I think the Amber Alert is pretty effective," Keast said. "I hope we find her. These kids deserve better."Tourand's
husband is in jail in Nevada on two unrelated charges of attempting to
obtain a fake driver's license. The man has family in Mexico, which is
where authorities believe Tourand is heading with the children.Keast
said Immigration and Customs Enforcement regulations prevent her from
disclosing whether Tourand's husband is an undocumented immigrant.An
arrest warrant for Tourand was issued Saturday. Anyone who has
information on where Tourand and her children are should contact their
local police agency.

Authorities have canceled an Amber Alert in Nevada for a mother suspected of abducting her four young

Washoe County investigators in Reno said they believe Claire Tourand may be headed for Mexico with her children and are no longer in northern Nevada.

The Sun Valley mother of six who
was the focus of an Amber Alert since Friday has been involved with
child welfare workers since at least 2001, court records show.

Claire
Camille Tourand, 34, may be on her way to Mexico with four of her six
children, authorities said. An arrest warrant has been issued, charging
her with unlawful detention, concealment or removal of a child from its
lawful custodian.Social workers declared Tourand a danger to her children, and that they were in an “immediate risk” in her care.The Nevada alert was canceled Monday by officials who believe she is no longer in the state.Records
show Tourand recently finished a term in the Washoe County Jail related
to her 2008 guilty plea to child neglect related to squalid conditions
of her home. She pleaded guilty to allowing her children to live in a
home where the feces and urine of nine cats and eight dogs saturated
her children’s bed and clothing, and where rotted food was scattered
around the home. Two rabbits were also in the home.When
she fled the area Thursday, her children had been in foster care and
social workers were trying to reunite the family, authorities said.According
to a 2008 police report, she told deputies that she had been planning
on sending her children to Mexico so they could live with their parents
and go to school.In 2001, Tourand filed for a restraining
order against her former husband, Ivan Mata Martinez, and demanded he
not have contact with the children. Social workers began monitoring the
family, records show.Martinez was booked into Washoe
County Jail on suspicion of identity theft-related offenses and is not
the children’s biological father, records show. In 2002,
Tourand’s mother, Catherine Tourand, was granted guardianship of her
two oldest children, one suffering from mental retardation, because
“(the mother) placed them in physical harm,” records show. Two years
later, Catherine Tourand sued her daughter for child support.Deputies
arrived at Claire Tourand’s home Feb. 29, 2008, after a report of
yelling in a backyard. They determined Tourand’s boyfriend left her
mentally retarded 15-year-old daughter in charge of her four younger
siblings, 4 to 9, while he went to a gas station and McDonald’s. A
sixth child was not home at the time. The deputies were
nauseated the stench of urine from cats and dogs in the home. Litter
boxes, next to the children’s beds, were overflowing with feces, so the
animals defecated outside the box. Piles of the children’s clothing
were saturated with urine. The children had not been attending school. Tourand told deputies she believed the house was clean, and her mother said she found no problems with the home’s condition.The
home also did not have hot water. A pair of pliers were attached to the
faucet to turn it on. The family heated water in a coffee pot so the
children could have hot water for “sponge baths.”

California authorities failed
Tuesday to find a Sun Valley mother who abducted some of her children
and was said to have spent the night in Mono County.Information
was received that Claire Camille Tourand, the subject of an Amber Alert
in three states since Friday, and four of her six children were in Lee
Vining, Calif., late Monday night, Undersheriff Ralph Obenberger said.
He said no one reported seeing the woman or the children.Sheriff’s
deputies, Mammoth Lakes police and other agencies searched area motels
and campgrounds but couldn’t find the mother or her white 1998 Mercury
Sable, Obenberger said. The search will continue for at least the next
few days, he said.“We have a long way to go to search everything,” he said. “We’re doing our best.”
Tourand, 34, is believed to be on her way to Mexico with the four children, aged 9 to 4, officials said. Authorities Friday obtained an arrest warrant charging her with unlawful detention,
concealment or removal of a child from its lawful custodian.
Some residents in Tourand’s neighborhood said Tuesday they often heard screams coming from her residence on Wewoka Way.“We
always see a lady yelling at kids, always yelling, but I haven’t heard
her in a few days” said Verlene Carver, 51, who lives two houses away.
“She used very foul language. She used the ‘f word’ at them and all
this stuff.”Carver and seven other neighbors said they’d heard about the Amber Alert but had no idea it was related to their neighborhood.

months but Tourand has had supervised custody, authorities said. The
father is in Washoe County Jail awaiting deportation to Mexico, court

On Tuesday, two pit bulls barked outside Tourand’s brown, one-story house
on a quiet, hot afternoon. Signs with the words “Beware of Dog” and “No
Trespassing” hung on a fence surrounding the messy yard, and a woman,
who declined to identify herself, stood in the doorway.(2 of 2)
Neighbors described the area as a busy place where people keep to themselves.Tourand allegedly left with the children Thursday, ahead of a Friday appointment with county social workers.
Officials canceled the Amber Alert for Nevada on Monday after receiving several
tips from Southern California, although many were false, Washoe County
sheriff’s Deputy Brooke Keast said Monday.The information
in Lee Vining, 145 miles south of Reno, follows an apparent sighting
over the weekend in Twin Lakes, Calif., 12 miles north of Lee Vining,
that also resulted in an unsuccessful search, Obenberger said.Records indicated Tourand lived in the Mammoth Lake area and has contacts in the southern part of Mono County, he said.

State of Nevada has reinstated the Amber Alert Saturday morning after
the children were reportedly abducted on Friday in Washoe county. They
were last seen with the suspect in the Sun Valley area. Sun Valley is
approximately 10 miles north of Reno. Tyson Mata-Martinez a 4 year old
white male, 2' 6", weighing 40 pounds. Megan Mata-Martinez a 7 year old
white female, 2'10" weighing 55 pounds. Jakelyne Mata-Martinez an 8
year old white female, 3' weighing 60 pounds. Ivan Mata-Martinez a 9
year old white male, 4' weighing 80 pounds. The suspect is Claire
Tourand, a white female, 34 Years old, 5' 8" and 220 pounbds with brown
hair and hazel eyes. The suspect vehicle is a 1998 white Mercury Sable
with Nevada tag number 369-SDH. Anyone with information is asked to
call 911.

The mother of four who disappeared
from the Reno area and is the target of an Amber Alert had refused to
submit to a drug test days before leaving, according to an affidavit by
an agent with the Federal Bureau of Investigation, which has joined the
search.Claire Camille Tourand, 34, had met with a case worker with the Washoe County
Department of Social Services on July 7, and was asked to provide a
court-ordered urine sample for toxicology screening, but refused, an
FBI agent said in his affidavit supporting a federal complaint against
Tourand for “unlawful flight to avoid prosecution.”On
July 10, Tourand of Sun Valley was scheduled to meet with Child
Protective Services to talk about the care of her children, but she did
not show up, said the affidavit, which was unsealed by the U.S.
Attorney’s office on Wednesday.An Amber Alert was issued,
and was extended to three states. Officials said Tuesday that they
believe she had been in Lee Vining, Calif., 145 miles south of Reno on
U.S. 395, and was headed for Mexico. Social workers said
Tourand was a danger to her children, who range in age from 4 to 9, and
said they were in an “immediate risk” in her care.Tourand
had lost custody of her children, and had pleaded guilty in 2008 to
child neglect. The children were living in foster homes, and social
services was working to reunite the family, officials said.When
Tourand failed to attend the CPS meeting last Friday, the case worker
talked with Tourand’s mother, Catherine Tourand, and she said Tourand
had loaded the four children into her vehicle on July 9 and left,
without telling social services — a requirement of court order.“Tourand’s
mother stated the children had backpacks, and that a T.V. was laying on
the front seat of the car,” the FBI agent said, adding that she was
last seen about noon July 9 at her Sun Valley residence. “Tournad’s
mother stated that Tourand discussed with her several times taking the
children to Mexico to drop them off with their paternal grandparents in
Mexico City,” the agent said. Tourand had also told the case worker
that she wanted to take the children to Mexico if she regained complete
custody.The agent said that officials at the Washoe
County Jail, where the children’s father, Ivan Mata-Martinez, is being
held, found a note in his bin “which contained directions to call his
mom (in Mexico) and explain about the kids, and to wait one month and
then pay rent,” the agent said.
The note also said: “Once I go to Mexico, after one month Tyson can go to Mexico with me,” referring to her youngest child. On July 11, a warrant was issued for Tourand’s arrest for suspicion of the
felony charge of concealment or removal of a child from a person having
lawful custody. The FBI joined the search on Tuesday.

The Amber Alert that expanded to California to find a Sun Valley
woman — who fled the area a week ago with her four children to avoid
social services intervention — was canceled Wednesday night, officials

for Tourand’s arrest. A local warrant with a $50,000 cash only bail was
issued Saturday for her arrest.“All evidence shows that
she is deliberately concealing her children from social services,” said
an affidavit filed in support of the local arrest warrant.Records
show Tourand was born in France. Court documents say that on multiple
occasions, Tourand told people she intended on taking her four youngest
children to Mexico City where they could be with their paternal
grandparents. Mata-Martinez has been in the Washoe County Jail on
identity theft-related charges.
