A severely beaten toddler clinging to life in Brooklyn last night was visited just last month by child welfare workers, sources said Friday.
At least one employee from the city's Administration for Children's Services came to his foster mother's East New York apartment, but saw nothing to suggest 17-month-old Kymell Oram might be in danger.
"The apartment was in okay shape and there was food in the
refrigerator," a police source said. "Apparently that's all they look
at."
Neighbors said the suspected abuse was an open secret. One told the
Daily News she saw Kymell more than once sitting alone crying in a
hallway.
"Sometimes when the baby was crying they would leave the baby outside the door," Maribel Pejada said. "He would hit his head against the door trying to get in. It was awful."
Pejada heard the boy screaming Thursday morning. None of the neighbors ever called the police.
As Kymell lay near death at Brookdale University Hospital yesterday - three ribs broken and his spleen crushed - police grilled 32-year-old Teyuanna Cummings.
And they were looking to question her 19-year-old boyfriend, Kysheen Oliver, known in the neighborhood as 'Killer.' No one has been charged.
Cops responding to Cummings' 911 call just after 9 a.m. Thursday
about a child with difficulty breathing were horrified by what they
found on Fountain Ave.
Kymell looked "like he was thrown against the wall on a daily basis" and was "covered with deep bruises," sources said.
"That boy is her pride and joy," said the foster mom's lifelong
friend Michael, 40. "She loves him like you wouldn't believe. I've never
seen a more caring mother."
Michael said the little boy flatlined at the hospital, but the "good doctors were able to bring him back to life."
Police sources said the boy had tears around the anus that made investigators initially think he had been sodomized.
"It is possible the injuries came from kicking the child like a ball," one of the sources said.
In addition to Kymell, Cummings has another foster child - a troubled
9-year-old boy - and is the biological mother of a 10-year-old
daughter, sources said. The daughter told cops her mommy never hit them,
a police source said.
Neither of the older children showed obvious signs of abuse, they said.
The ACS, which has a record of failing other vulnerable city
children, is investigating Cummings and has asked Family Court to put
her kids in protective care.
This is not Cummings' first brush with the law.
In November 2009, she was charged with assault after getting into a
hair-pulling fight with a girlfriend. The case was dismissed.
Last October, Cummings was caught shoplifting baby clothes from a local Target store. She was not taking care of either foster child at the time, sources said.

Also I am wondering if I am the only one who thinks its quite sick for a woman of that age to be dating a 19 year old. Was that correct? Shes 32 and hes 19? And if shes such a caring mother (as claimed by the friend), why would she have someone who is nicknamed "killer" around her children? At some point, before this happened, common sense had to tell this lady this guy is bad news. It amazes me that some mothers will allow just anyone around their children..

Seventeen-month-old Kymell Oram was rushed to Brookdale Hospital from his East New York home on March 18 after his foster mom's boyfriend beat him, according to police.
The little boy hung on for 11 days before he was declared dead. He was kept on a ventilator so his heart could be harvested, sources said.
He was removed from life support late last week and a subsequent autopsy found he died of lung and blunt force trauma injuries. He also suffered rib fractures and internal bleeding.
The mother's boyfriend, Kysheen Oliver, 19, was charged with second-degree assault and now could face additional charges, sources said.
Born to a drug-addicted mother, Kymell lived in the Cypress Hills Houses with his foster mom, Teyuana Cummings, and two siblings, including a second foster child.
Cummings left Kymell in the care of Oliver on March 18 while she took her other kids to school. When she returned, Kymell had trouble breathing and was rushed to Brookdale.

If this bitch had to date a child couldn't she at least picked on who was not a child abuser?
How could anyone watch a baby beat his head against a door and cry like that and do NOTHING?

A funeral was held for 17-month-old abuse victim Louis Dewayne Mosely at the Oratory Church of St. Boniface Wednesday morning.
The heart of a slain 17-month-old Brooklyn boy beat Monday in another child's chest as his devastated family mourned their toddler's death from a merciless beating.
Relatives of tiny Louis Mosely gathered for his funeral confirmed they donated the organ to a 1-year-old Baltimore girl.
The funeral program recounted Louis' sadly short life and the decision to give his heart to a needy child.
The boy's name was originally given by authorities as Kymel Oram - but his full real name was Louis Dewayne Mosely.
"Louis brought joy to us all," the program said. "In light of this tragedy, Louis brought happiness to another family. His heart was donated to a one-year-old girl in Baltimore, Maryland."
The family provided no other details about the gift of life given by the adorable youngster.
Louis died March 28, 11 days after he was beaten so savagely that he suffered three broken ribs and a crushed spleen. His heart stopped twice, with emergency workers frantically reviving the child.
Kysheen Oliver, the boyfriend of the dead boy's foster mother, was charged with assault in the vicious beating - and could now face upgraded charges.
The tot's tiny white and gold casket stayed closed during the hour-long Mass and funeral inside the Oratory Church of St. Boniface in downtown Brooklyn.
Mourners sang the hymn "I Want To Walk As a Child of the Light" as pallbearers brought the boy's body into the church.
The 75 mourners - including many uniformed police officers and the hospital workers who treated the boy - wept and clung to each other during the emotional farewell.
Biological parents Jamie Oram and Keith Mosely sat solemnly in the front row of the church, where Oram cuddled Louis's baby sister, Alanna.

A Brooklyn man was convicted Friday for the death of his girlfriend’s 17-month-old foster son - but can be freed in a matter of months after jurors decided he meant no harm.
The jury found Kysheen Oliver, 23, guilty of second-degree manslaughter for recklessly killing little Kymel Oram in March 2011, but cleared him of more serious charges, including murder.
This means the maximum punishment the defendant is facing is 5 to 15 years in prison, making him eligible for parole in just over a year, after spending more than three and a half years locked up pending trial. He can also receive a lower sentence next month.

“No matter what, everyone lost,” a 36-year-old juror said at the end of the four-week trial in Brooklyn Supreme Court. “It’s heartbreaking.”
Oliver was charged with beating up the toddler for soiling a bed while he baby-sat him as foster mom Teyuanna Cummings, 35, took her other daughters to school.

Despite admitting to cops he “snapped” and hit the boy, Oliver testified that he left the kid watching “Yo Gabba Gabba” on TV then suddenly saw him unresponsive and vomiting. Defense lawyer David Roche argued Kymel was asthmatic and appeared lethargic the night before.
Prosecutors noted that Oliver went on the lam after the child was hurt and they called Cummings to testify on how her ex used to encourage her to discipline her children.
Jurors said afterwards they didn’t believe any of them and relied instead on physical evidence that showed Kymel suffered bruised ribs and internal injuries.
“Nobody’s story threaded,” said the juror, a woman who works in advertising and resides in Boerum Hill.
Prosecutors “just didn’t prove that it was an intentional act,” she added.
If they did, Oliver could have faced 25 years behind bars or possibly life.
Another defense lawyer, Michael Cibella, said they’re disappointed with the conviction, but “glad the jury saw there was never any intent to harm this child.”
