A registered sex offender allowed to live in a home with a young Jacksonville girl with her family's knowledge was charged with sexual battery and molestation of a minor, and several of the girl's family also have been arrested.
The girl's parents and grandmother are charged with child neglect after one saw the sexual offender touching her but did nothing about it, according to a Sheriff's Office arrest report. The grandmother's boyfriend was the first to be arrested in the case, charged with the lewd and lascivious molestation of the girl younger than 12.
The sex offender, 51-year-old Robert Going Young, remains ineligible for bail after his March 4 arrest on three counts of sexual battery against the child, lewd and lascivious molestation and display of obscene material to minors, according to jail records.
He was found guilty in 1991 of sexual battery against a child. His last registered address as of Feb. 16 was on East 15th Street but he had been staying with the girl's family on Bougainvillea Street off West Beaver Street.
Allowing a registered sexual offender to live in a home with a little girl was reluctantly approved by the state Department of Children and Family Services after the victim and family said there had been no "inappropriate behavior" during a November investigation, spokesman John Harrell said.
But the girl was removed two weeks ago when she said she was being abused.
"This is extremely disturbing that any parent would allow this to go on and not put a stop to it, not notify authorities, and that was the case here," Harrell said. "... We are reviewing this case to determine whether there are any different procedures that could have been done."
The girl's mother, Mary Healen Perry, 27, was jailed March 3 on charges of child abuse and child neglect. Husband Christopher Scott Perry, 40, and the victim's grandmother, Patricia A. Woloszynowski, 61, were booked the same day.
The latter's boyfriend, Michael Anthony Halveland, 39, was arrested Feb. 17.
Children and Families received its first call in November that Young had molested one of the three children in the home, Harrell said.
Investigators told police and expressed concerns to the family that a sexual offender was there but saw no evidence of molestation.
Harrell said the family said Young was a friend sleeping on a couch and hadn't committed any inappropriate behavior.
Young told investigators that "what happened, happened 20 years ago" and he "didn't mess with any kids," Harrell said.
"We developed a safety plan, and it is a very serious thing," Harrell said. "The key element ... was that Young was to have no unsupervised contact with these children. The parents agreed and signed off on it and Young signed off."
The state received another complaint in February, and investigators learned the victim had a ring she said Young had given her, which raised "red flags," Harrell said. Young was ordered out, and the child interviewed by child welfare specialists.
"Over the course of several interviews, the child said that there had been abuse by the boyfriend of the grandmother and by Young," Harrell said. "We immediately removed the victim and her siblings from the home."
In the arrest reports the mother and father said they knew Young was a convicted sexual offender, but they allowed him to sleep in the daughter's bed contrary to advice from child welfare workers. The mother said she once saw Young in bed touching the girl's private parts. The girl asked her mother for help, but she ignored it because she was "having a sexual relation" with Young and was afraid he would tell her husband, the report said.
The grandmother's arrest report said she let him sleep in the girl's room although she "knew it was wrong."
In the arrest report for her boyfriend, Halveland, the child said he forced her to fondle his private parts.
Only Woloszynowski has been released on bail.

More charges in Jacksonville child sex case
Court records show prosecutors have amplified charges against the
mother, father and grandmother of a Jacksonville child who authorities
said became the victim of a convicted sex offender who was living in the
family's home.
All three family members now face several counts of sexual battery.
The grandmother's boyfriend is also among the five adults facing charges
in the molestation case involving a girl who is younger than 12.
The new charges follow a series of arrests that began in February.
Police arrested the girl's parents and grandmother this month, first
charging them with child neglect after authorities said one of them saw
the sex offender touching the child but didn't do anything about it.
A Department of Children and Families spokesman had said the agency
knew registered sex offender Robert Goeing Young, 51, was living in the
family's home but found no evidence of molestation after one complaint
in November. The arrests came after a complaint in February.
It appears authorities also have added new sex battery charges to the
criminal counts against Young. Michael Anthony Halveland, the
39-year-old previously identified as the grandmother's boyfriend, faces

JACKSONVILLE, Fla. -- More charges have been filed in the case of a Jacksonville couple accused of allowing a registered sex offender to molest their 9-year-old daughter.
Christopher and Mary Perry had been charged with child neglect. In court Thursday morning, prosecutors announced the couple is now also charged with capital sexual battery and lewd and lascivious molestation, the same charges filed against Robert Young, 51, who was staying with the family.
The Perrys pleaded not guilty at their arraignment.The charges were also upgraded against the girl's grandmother, Patricia Woloszynowski. She will be arraigned Friday.

The Department of Children and Families said it learned in November that Young was staying with the girl's family. He and a second man, Michael Halveland, 39, were arrested earlier this month on charges of molesting the girl.
The agency said someone reported that Young was molesting the girl, but after thorough interviews, DCF said it didn't have any evidence to go on.
According to DCF investigators and Jacksonville police, the Perrys knew of the abuse and didn't protect their daughter. They said the girl's grandmother also knew of the abuse.
The girl's parents are charged as principles to the molestation.
