"Jane Doe" - 7 yo/ Accused: Babysitter Robert Kendall - Richmond (OH border) IN

RICHMOND, Ind. — A Richmond man was arrested Monday night after
police say he used hot bath water to punish a 7-year-old girl he was
baby-sitting.Robert D. Kendall, 28, of
213 N. 10th St., Apt. 1 in Richmond, was lodged in the Wayne County Jail
on a preliminary charge of neglect of a dependent child (a Class B
felony).
"Officers were dispatched to the Wayne County clinic for a case of possible child
abuse," Richmond Police Department Capt. Jim Branum said. "When they
got there, they found a 7-year-old girl with bruises on her body and
feet that were extremely burned."
Branum said the child was
taken to Reid Hospital for treatment and later taken to Riley Hospital
for Children in Indianapolis where she remained Tuesday in the burn unit.
"They were immersion burns from where she had been dipped into something that burned her," Branum said.
Kendall told police he was baby-sitting the child, and he admitted to placing
the child in a bathtub of "very hot" water and making her stand in the
tub as a form of punishment, Branum said.
"The father was also present at the time of the incident," Branum added.
Police are continuing to investigate the incident, Branum said, and will turn
information over to the Wayne County Prosecutor's Office for
consideration of formal charges.
Upon conviction, a Class B felony carries a sentence range of six to 20 years in prison and a $10,000 fine.

apartment in the 200 block of North 10th Street, police said.Police
were dispatched to the apartment after receiving reports of abuse. When
officers arrived, they found the girl covered in bruises and her feet
severely burned, RTV6's Eboné Monet reported.Kendall
told police he was babysitting the girl and that he placed the child in
a bathtub of "very hot" water as a form of punishment, Richmond police
said.Investigators said Kendall is a friend of the girl’s father
and had no prior arrest record. The girl’s mother is deceased, officials
said.The girl was taken to the Wayne County Community Health
Center with second-degree burns and was later transferred to the burn
unit at Riley Hospital for Children in Indianapolis, officials said.Neighbors who watched police swarm the residence said they were angered after they learned of the allegations."To me, I don't quite understand it. It angers me, you know? I have two kids of my own,” neighbor John Wright said.“I
love my children so much, I don't trust them with anyone. It's a
terrible thing, the way some people treat kids,” neighbor Travis Marquis
said.Kendall was taken into custody at the Wayne County Jail. He
faces charges of child neglect and felony battery charges, police said.Detectives said they’re considering making a second arrest in the case.

The father would have heard the girl's screams. Burns are very painful and her torturer would not have been able to keep her quiet.

Where was the mother?
