The mother of a 5-year-old girl found dead in her bathroom has been charged in connection with her death, Houston police said.
Rosa Gonzalez, 41, was taken into custody Wednesday morning and was charged with injury to a child, police department spokesman Victor Senties said.
Authorities are awaiting autopsy results in the death of the girl who reportedly fell and hit her head in the bathroom at an apartment complex in southwest Houston Tuesday night.
Candy Flores died at the apartment in the 9900 block of Club Creek near Country Creek about 8:30 p.m., according to the Houston Police Department. The child was pronounced dead at the scene. She had a bruise on her face.
Police said family members told investigators the girl fell off the toilet and hit her forehead on the tile floor in the bathroom. The family called 911.
"There are inconsistencies with what we've seen and what we are being told," said HPD Homicide Division officer K. Carr. He added that investigators are still questioning people in the case.
The Harris County Institute of Forensic Sciences is expected to perform an autopsy to determine how the girl died.
Child Protective Services spokeswoman Estella Olguin said a total of 11 children, including the 5-year-old girl, were living in the apartment. Gonzalez also had eight other children, two adult daughters and six minors, who range in age from 21 to 10 months old that were all living in the apartment.
In addition, Gonzalez's adult daughter's was also living in the apartment with her four children, ranging in age from 2 months to 5 years old, Olguin said.
All minor children in the residence were taken into CPS care and are currently being questioned by investigators. Olguin said the agency is still trying to determine if the family had any previous history with CPS.

HOUSTON, TX—
The murder of a child becomes blight on the community when the child shows signs of long-term abuse and neglect.
Houston police say this bad mother, and we wish we could finish the phrase,
41-year-old Rosa Gonzalez, killed her 5-year-old daughter on January 30th.
“The initial story into what happened was that the child was
sitting on the toilet after having taken a bath, and fell off the
toilet and was injured,” said Kevin Carr with HPD Homicide.
That apparently was a lie. The 5-year-old suffered injuries to her head, her
chest, her legs and her arms. Some of them were old, some were new.
This tale of woe gets worse. Police say as many as 15 people lived in the
500-square-foot apartment at 9950 club creek. Gonzalez had ten kids, and
one of those had four of her own, and police say more than one person
in that apartment was targeting the girl for abuse.
You don’t always have to look half-way around the world to find a suffering child.
Sometimes they live right next door.

Re: CANDY FLORES - 5 yo / Accused: Rosa Gonzalez - Houston TX
Since five-year-old Candy Flores was found dead Tuesday night a lot has
come to light about what she allegedly endured for years. Not only that,
but we've also learned that Child Protective Services has been involved
with this family before. On the day she died, we're told Candy weighed only 24 pounds --
underweight for a five-year-old. According to the charge against her
mother, and her alleged admission, Candy was sometimes beaten, hit with a
phone cord, tied up with a rope and deprived of food.
Candy's
mother, Rosa Gonzalez, is jailed, being held in the county's mental
health ward, under close observation for her own safety.
In
civil court Thursday afternoon, in a county jail jumpsuit, Rosa Gonzalez
lost custody of her five minor children, who wept along with their
mother. Gonzalez is accused of fatally injuring their five-year-old
sister named Candy.
A few hours earlier, a judge read the
probable cause document against Gonzalez, who first claimed the child
fell off a toilet and hit her head. The state alleges Gonzalez pulled
the little girl violently by the arm from the tub and the child hit her
head. But there was more.
A court official read, "The
defendant ultimately admitted to investigators that she'd been abusing
the complainant for the past five years, as well as that particular day,
and the circumstance in the tub that ultimately caused the death of the
complainant."
Candy and her family had twice been investigated
by CPS. In 2005, case workers investigated neglect and supervision of
Gonzalez's oldest child.
The next year was a call of neglect
involving then three-month-old Candy. The agency says Gonzalez had been
feeding the infant pasteurized milk instead of formula. All the
children at the time were removed from the home. The next year, they
were returned. In 2008, the case was closed.
The abuse of the
little girl, according to the charging document, escalated including
being tied with a rope and her face being gouged by her mother's
fingernails.
CPS spokesperson Estella Olguin said, "We've got
to wonder if family members -- did they not know what was happening to
Candy, whether it's the father, relatives, grandparents, aunts and
uncles?"
There were no calls to CPS.
Gonzalez's oldest
daughter, also named Rosa, who along with her four children lived with
Gonzalez, told Eyewitness News off-camera that her mother would spank
Candy for discipline. When asked if she saw any abuse, she tearfully
said no.
That daughter also lost custody of her four children.
CPS will not allow any of the children to be placed in other family
members' homes, but is sending them to temporary foster homes.

Death for this poor, precious little girl was a relief. It seems death was the only avenue of escape from her brutal, heartless POS mother.
I'm glad the judge didn't give the other kids to relatives. They must have known what Candy was being subjected to and allowed it to continue unfettered.
