SC baby found 12 lbs under weight in filth, parents vanish, authorities say

ROUND-O, SC - Authorities are looking for parents of a baby boy who have fled since their house was checked by DSS and the baby taken by authorities last week, officials said.
On Friday July 25 officers responded to a home on Jesse Round Lane in Colleton County for the welfare check of an infant.
When officials arrived they were met at the front door by dad Charles Garten, age 30, holding a 9-month-old infant in his arms. Garten allowed the officer and DSS officials into the home.
Inside the home police located mom Rebecca Schultz, age 21, hiding in a bedroom closet. According to DSS Schultz is not supposed to have any contact with the infant because of a previous issue.
According to police the home was in "deplorable conditions ... with heavy flea and roach infestation, canine fecal matter on the floor with dishes and trash strewn throughout the house". Two dogs were present and had to be physically restrained by Garten.
The police report states that the infant did not have a crib, the bed the parents and infant were sleeping in was covered in "filth". The infant did not have any formula or food, had bruising on his leg, insect bites on his back and appeared malnourished. DSS took emergency custody of the infant.
The infant was transported to MUSC after staff at Colleton County noticed issues with his spine consistent with "Shaken Baby Syndrome," WCIV reported. The infant weighed 13.6 pounds when taken into custody, the average weight of a 9-month-old is 25 pounds.
Authorities tell WCBD they are actively searching for Charles Garten and Rebecca Schultz. They both face child neglect charges.
