"John Doe" - 6 yo and his 12 yo disabled cousin - Park Forest (S of Chicago) IL
A couple face criminal charges for leaving their 6-year-old son and
the woman's disabled niece alone at the woman's Park Forest house - with
the 12-year-old girl chained to a bed and lying in her waste, police
said.
"Anybody who has children, it just tears at you," police Cmdr. Paul
Winfrey said. "Even for people who don't have kids, you wouldn't treat
an animal this way, let alone a human being."Renee L. Dennis, 35,
was charged with felony criminal neglect of a
disabled person and endangering the life or health of a child. Paul
Coleman, 38, 15351 Troy St., Markham, was charged with the same crimes
as well as failure to register as a sex offender.
Illinois' sex offender registry shows Coleman was charged in 1998
with aggravated criminal sex abuse of a 6-year-old child. He was
sentenced to three years in state prison, authorities said.
Police said Dennis and Coleman left the children about 9 a.m. May 1
to go grocery shopping in Calumet Park and have a lunch of hot dogs in
Alsip. Dennis is foster mother to her niece, who suffers from cerebral
palsy, police said.
A spokesman for the state Department of Children and Family Services
said the children are in DCFS custody. He said the agency did not have
prior contact with Dennis or Coleman.
Police said they went to the house, 305 Seneca St., after the boy
called 911 about 10:50 a.m. May 1. An officer entered the house through a
sliding door and met the boy who said his cousin was in the other room,
according to police.
They said the officer found the girl wearing a nylon dog harness,
with a chain connecting her harness to a wooden crib and the leg of a
bunk bed. Her clothing was wet and stained with feces, and she was
wearing a diaper that had not been changed in several days, police said.
The crib did not have a mattress, part of the ceiling had collapsed
on the bunk bed and the floor was covered in dirt and garbage, according
to police.
They said Dennis and Coleman were arrested when they arrived at the
police station about 3:30 p.m. May 1.
Police said the outside of the house was also a mess, with
construction debris, drywall, doors and wooden cabinets strewn around
the back yard and driveway, and all the windows were covered.
A building permit allowing construction of a second story on the
house, which was still unfinished, was taped to the front window. It was
valid from March 2008 to April 2009.
"From what we could tell, the only running water was from the
toilet," Winfrey said. "It's definitely no place for the children to be
safe, and I don't feel it's inhabitable for adults."
A next-door neighbor, Steven Anderson, said he didn't know Dennis or
Coleman well and expressed surprise at the girl's mistreatment.
"It's real quiet around here," he said. "It's a family community."
