Dale City VA ---- The mother of a 6-year-old girl who drowned Friday faces child neglect and child
endangerment charges.
Fire and rescue crews were called to the mother's home in the 5000
block of Linfield Street in Dale City on Friday.
When officers arrived at 11:18 a.m., they found Kaylan Beale was not
breathing, said Prince William police spokeswoman Erika Hernandez.
The girl was flown to a local hospital and was pronounced dead just over
an hour later, said Hernandez.
Investigators spent much of Friday afternoon at the home looking into
the circumstances that led to the drowning. Police say the child was
left in a bathtub unsupervised, Hernandez said.
Inside the home at the time of the drowning were Kaylan's 3-year-old
sister and her three brothers, ages 10, 8 and 20-months, said Hernandez.
All four children have since been placed in the care of a family member.
The child's mother, 31-year-old Andrea Monique Beale, is charged with
one count of felony child neglect and with four counts of felony child
endangerment, said Hernandez.
Police say the charges stem from poor living conditions inside Beale's
home and the lack of supervision over her children.
She was released on a $5,000 bond and is scheduled to appear in court June 1.

Yes I do Tom. Either Kaylan is disabled and needed supervision or she did not drown having simply been unsupervised in a bath that's for sure.

had only one mattress on the floor for the single mother and her five
children to sleep on. There was no crib for the one and two-year-old, no
diapers in the house and no food in the refrigerator or freezer. The
filthy conditions are contained in court documents connected to the
death of a six-year-old. Her mother, Andrea Beale, is charged
with abuse and neglect. The family has been under
investigation by the Department of Social Services for about five

yelling, “It's all my fault, it's all my fault" after finding her

A Dale City woman arrested after the death of her 6-year-old daughter last year was indicted this week on five counts of felony child neglect.
A grand jury in Prince William Circuit Court this week indicted Andrea Monique Beale, 32, on the charges, all class 6 felonies, each punishable by up to five years in prison.
Beale called 911 about 11:18 a.m. on May 21, after finding her daughter, Kaylan, unresponsive in a bathtub full of water in their house in the 5000 block of Linfield Street in Dale City, police said at the time.
Kaylan died at an area hospital three days later.
According to a criminal complaint on file in Prince William Circuit Court, the county’s Social Services Department began investigating Beale on Jan. 10, 2010, more than four months before her daughter’s death.
Social Services workers were investigating complaints about a “lack of supervision” of Beale’s five children, ranging in age from 1 to 10, the court documents state.
“Neighbors advised the children were outside unsupervised often,” the court documents state. Neighbors also reported seeing Beale “leaving the residence with none of the children with her.”
A search warrant on file in Prince William Circuit Court described a home covered in dog feces and mold. There was one mattress on the floor of a bedroom house and no cribs, and the house was full of fleas, the court documents state.
The bathtub was about one inch from overflowing when rescue workers arrived on May 21 and the water was brown, the court documents state.
Beale’s four other children were placed in the care of a family member after the 6-year-old’s death.
According to court documents, the girl did not have any disabilities that would have prevented her from getting out of the bathtub.
Beale is set to stand trial on Oct. 24.

This mother loves her children. Anyone who has children knows how quickly a child can slip in the tub if not supervised, and how little water it can take to constitute drowning. While it goes against comfortable thought to think that at six years of age, a child could drown, it is not unheard of according to the Consumer Products Safety Division. That you or I would never allow that opportunity to arise in our homes does not mean that everyone is that vigilent.
It was a lapse in judgement on the part of the mother, and the cost too great to measure.
The condition of the home is unacceptable and I would like to hear why income sources this woman had as to why she was not providing better for these five children. Where are the fathers? Was she raising these children alone? Was she employed?
