MANATEE — A 21-year-old mother is behind bars after
investigators found her home infested with roaches and her three young
children suffering with extensive skin infections, according to a
Manatee County Sheriff’s Office arrest report.

Graber-Rosenberger is charged with three counts of child neglect without
great harm.The children were found to be developmentally delayed
and one child was so malnourished that his “head is flat in the back
indicating that he laid down for days and is unable to bear weight on
his legs or sit alone due to malnourishment and neglect,” according to
the arrest report.
The children, removed from Graber’s residence Wednesday, include a
3-year-old boy, 1-year-old girl and 8-month-old boy, according to court
documents. Investigators found bug bites on their necks, arms,
legs and inside their ears. The children also had impetigo, a contagious
skin infection of blisters and sores caused by bacteria, according to
the report. The children had live lice and one of the children had
untreated cradle cap and large open wounds on the head and neck.The
children’s father told investigators he was given a bottle by Graber
that contained milk and roaches. The bug infestation was so expansive
that investigators found roaches inside the refrigerator, according to
the report.According to the arrest report, Graber’s mother had
the same listed address. Graber’s mother was phoned, but could not be
reached for comment.A roach sat still on the dark
metal door and ants trailed along the bottom of the ledge of the
doorway. Cigarette butts littered the yard with multiple children’s
items and trash bags scattered about.As of Friday night, Graber
remained in jail without bond. Graber had no prior criminal history,
according to Manatee County court records.
