Queens tot tossed from seventh-floor balcony in fit of crazed rage

Police on the scene after a 3-year-old boy was thrown from a seventh-floor balcony in Queens.
A 3-year-old boy was killed Tuesday after a woman tossed him from the seventh-floor balcony of her Queens apartment as the child's mother watched in horror, cops and prosecutors said.
In a fit of rage, Xiao Cai, 53, threw Jerry Zhou from the terrace of her Leavitt St. home near 35th Ave. in Flushing about 8:30 p.m., law enforcement sources said.
Cai was arguing with her daughter inside the apartment - which they share with the parents of the young boy - when the fight took a tragic turn, prosecutors said.
"She grabbed the child and then threw the child off the balcony up on the seventhfloor," said Queens District Attorney Richard Brown. "The child landed on the cement."
The crazed Cai - who has a long history of depression and is on medication - attempted to jump to her death from the same balcony immediately after but was held back before she could take the plunge, sources said.
"She's a crazy person," said a shaken relative. "We don't know why she did this."
"He's dead," the relative said of the little boy. "All we can do is pray."
A neighbor said after he heard the terrifying screams next-door, he went out his front door just as the frantic mother - whom sources identified as Xuyun Zhou - sprinted down the stairs.
Once outside, the distraught Zhou picked up her son's body from the sidewalk and wailed his name, the neighbor said.
The toddler, who would have turned 4 next week, was pronounced dead at New York Hospital Queens.
Cai was in custody at the 109th Precinct stationhouse and was facing murder charges.

The devastated Queens mom whose young son died when a twisted roommate tossed him off the balcony says she won't ever return to the apartment.
"The family doesn't want her to relive the tragedy," said Assemblywoman Grace Meng (D-Flushing), who spoke at length to the devastated parents of little Jerry Zhou.
Jerry, who would have turned 3 on Nov. 12, was watching television Tuesday night when the enraged roommate, Xiao Cai, 53, snatched him and threw him off a seventh-story balcony, authorities said.
"The family is horrified," Meng said. "The mother said he was a good boy. Very polite. He was excited for his birthday."
Shortly after Jerry's murder, his father braved a sickening sight to honor his boy. He placed candy in his son's memory on the bloodstained sidewalk where the boy's body landed outside the family's Flushing apartment, Meng said.
Cai will be charged with Jerry's murder, authorities said.
She was in police custody at New York Hospital Queens on Wednesday, where she was undergoing psychiatric tests to determine whether she was fit for arraignment.
Jerry's parents, immigrants from China's Wenzhou Province, allowed Cai and her daughter to move into a room in their Leavitt St. apartment.
Jerry's mother, Yun Xu, and Cai's daughter work together at Great Wall, a nearby grocery store. The arrangement helped with the rent, but Cai, who has a long history of depression, was far from an ideal roommate.
Cop sources said Cai was previously taken to Bellevue Hospital for a psychiatric evaluation.
Neighbor Jonathan Wang, 35, said cops asked him to interpret for Cai when she flipped out a few months ago. "She thought someone was trying to poison her," he said. "She didn't seem sane."
Cai and her daughter had been arguing periodically for the last week, Meng said. Another argument between the two flared up on Tuesday night, but it did not involve Jerry, a law enforcement source said.
The heartbroken mother said she had asked Cai and the daughter to stop arguing as she cooked in the kitchen, Meng said.
"She didn't say what the argument was about, but she kept going in and telling them to stop fighting," Meng said. "Her son was watching cartoons and holding his favorite blanket that he had gotten from China."
When the mother returned to the room, her son was gone.
Queens prosecutors said that Cai tried to jump off the balcony but was restrained by people in the apartment.

Queens Woman Arraigned In Connection With Boy's Fatal Fall
A Queens woman pleaded not guilty Friday to charges in connection with the death of a two-year-old boy who fell seven stories to his death.
Xiao Cai, 53, was arraigned Friday on murder charges at her beside in Elmhurst Hospital, where she was taken for a psychiatric evaluation.
Police say Cai and her daughter were renting a room from a family in Flushing on Tuesday, when they got involved in an argument.
Prosecutors say Cai then grabbed two-year-old Jerry Zhou and threw him from the terrace. The boy was pronounced dead at New York Hospital Queens.
Cai and the toddler were not related.
A candlelight vigil for Jerry Zhou is being held Saturday afternoon.
Authorities have said Cai was on medication and was depressed.
Her next court date is November 29. She faces 25 years to life in prison.
