New song released before Susan Powell's birthday

COTTONWOOD HEIGHTS, Utah (AP) - Supporters of Susan Powell have released
a new song in advance of what would have been her 31st birthday on
Tuesday.

The West Valley City woman was reported missing Dec. 7,
2009. Authorities had been probing her husband, Josh, who maintained his
innocence before killing himself and the couple's two young sons in
February at his home in Graham.

Jennifer Graves, Josh Powell's
estranged sister, stressed the importance of building healthy
relationships through appropriate boundaries during a talk Saturday at
the Ivy Girl Academy in Cottonwood Heights.

It ended with a performance of "Susan's Song, 'A Dream Away,'" written by a friend after the boys were killed.

Profits from the song's sale will go toward memorials for Susan Powell in West Valley City and Puyallup, Wash.

Nearly 4,500 Susan Powell photos found on father-in-law's computer

TACOMA, Wash. (AP) - Thousands of images seized from the home of Susan Powell's father-in-law show the missing Utah mother as she walks in public and sits in her car - apparently unaware that someone is taking her picture.

The photos - some of which are sexually suggestive - were obtained under public records laws Thursday by The Associated Press, three years after Powell went missing.

Authorities uncovered the files while serving a search warrant last year at the home where her husband, Josh Powell, and father-in-law, Steve Powell, were living. Josh Powell killed himself and the couple's two young children earlier this year.

Some of the images seized during the search, including those of bathing young girls who lived next door to Steve Powell, were used earlier this year to convict him of voyeurism charges.

Other photos show a variety of women, apparently unaware that a camera is focused on them, as they walk along sidewalks, at the park or into the mall.

Steve Powell was not charged with any crimes related to images of Susan Powell, but the files show she was often the focus of his lens. In a folder labeled with her initials, SMP, there are images of her walking through parking lots or sitting in her car. It appears the photographer is taking the pictures from another vehicle.

Some images zoom closely to Susan Powell's crotch or her backside, including a set of photos taken through blinds as she's bending over and doing laundry. None of the pictures, which were found on a disc in Steve Powell's bedroom, show her naked.

The folder dedicated to Susan Powell contains nearly 4,500 images.

In journals that authorities have also made public, Powell describes himself as a "voyeur" and Susan as an "exhibitionist." He talks about using a mirror to spy on her under the bathroom door, and he writes about taking sexual pleasure in looking at images of Susan Powell that he kept on his computer.

Powell talks in his journals about taking lots of video of Susan during a trip to Silver Falls in 2009, and a folder of images from the trip shows only photos of her backside as she's walking.

In one entry, dated a few months before Susan Powell disappeared, Steve Powell wrote that he had just woken up "from a most pleasant dream about Susan." He described a sexually charged dream in which Susan asked him, "'Do you think I would make a good wife for you?'"

Anne Bremner, an attorney who represents Susan Powell's parents, said the images support the family's assertion that Steve Powell had a concerning attraction for his daughter-in-law.

"When you look at those pictures, it's clearly surreptitious. It's clearly obsessive," Bremner said. The family believes Steve Powell knows something about Susan Powell's disappearance, and authorities have described him as uncooperative.

Mark Quigley, an attorney who represented Steve Powell in the voyeurism case, did not return a call seeking comment. Powell is in prison, serving a sentence of more than two years.

Susan Powell disappeared in Utah in December 2009. Records have shown that Utah investigators handling the case focused their attention primarily on her husband.

Father's Hope, Three Years After Susan Cox Powell Disappeared

(KUTV) For three years, Chuck Cox has been an ever present force, giving life to the case of his missing daughter, a case that has vexed investigators and drawn national attention.

Susan Cox Powell has been missing. Her kids, Chuck’s grandchildren---Charlie and Braden Powell---are dead, killed in an inferno set by their father, Josh Powell. Josh, the only named person of interest in Susan’s disappearance took whatever information he had to the grave.

Just one of those events might be enough break most of us, but Chuck Cox remains hopeful.

His latest encouragement came just this week, in a conversation with West Valley Police, whom he said have a plan going forward. Chuck did not know, or could not speak of specifics of the strategy, but said it involves compelling Steve Powell, Josh’s dad, to testify.

“They’re trying to work within the constraints of the law to get Steve Powell to tell us where my daughter might be,” Chuck Cox told 2News Thursday.

Soon after Susan was reported missing on December 7, 2009, Josh brought his kids to move into his father’s Seattle area home, where three of Josh’s siblings already lived. Months later, Steve Powell was arrested for voyeurism, for taking pictures of little girls in the neighborhood. Steve also had an obsession for Susan; her friends say she was sickened by his advances.

“I’m sure Steve Powell knows where my daughter is, and what happened to her,” Chuck said, though he believes Steve has shut down investigators in the past.

Chuck said his attorney told him police tried to speak with Steve several months ago, but that he invoked his 5th Amendment right against self-incrimination. Now, investigators have apparently shared with him an idea that could force Steve’s cooperation.

“I think they have a plan, a good plan…as far as I understand things,” said Chuck. “It sounds very logical and promising.”

A West Valley police spokesman said he could not comment on Chuck Cox’s statements, but in a release, said the investigation into Susan’s disappearance is active, though it has been “scaled down,” with fewer full time investigators assigned to the case. A $10,000 reward is still being offered for information leading to Susan’s whereabouts.

Father-in-law's phone studied in Susan Powell disappearance

OLYMPIA, Wash. — Utah investigators handling the case of missing mother Susan Powell examined her father-in-law's cell phone, calendar and emails earlier this year - more than two years after she disappeared.

Records obtained by The Associated Press under Washington state public records laws indicate that authorities made little effort to explore Steve Powell's activities after Susan Powell disappeared in December 2009, even though her family has long suggested that he might know something about where she is. They only began the more intensive effort in April of this year after a former co-worker of Steven Powell's said he had talked about traveling to Utah in the weeks close to when she went missing.

Investigators had largely focused their time on Susan Powell's husband, Josh, who killed himself and the couple's two young children earlier this year. Utah investigators said they can't discuss details of the case, but Washington state officials have said they believe Josh Powell killed his wife. They also say his father may know more about the disappearance than he's letting on.

Anne Bremner, an attorney for Susan Powell's parents, said they had expressed those concerns from the beginning about Steve Powell.

The family's concerns were exacerbated by how Steve Powell had acted around Susan Powell. And they escalated to a new level in the summer of 2011, when a search warrant at the home where Steve and Josh Powell lived found journals and photos suggesting that Steve Powell had an extremely sexual and emotional draw to his daughter-in-law.

The Associated Press reported Thursday that some 4,500 images in a folder dedicated to Susan Powell included shots of her out in public, apparently unaware that a camera was focused on her. Steve Powell wrote in journals that he took sexual pleasure in looking at videos and images he captured of her.

"Oh my god, those journals. I couldn't read them all," Bremner said. "The fact that Steven had that amazingly bizarre obsession with Susan - chronicled page after page - that alone would make him somebody you'd want to look that."

Sgt. Mike Powell, a spokesman for the police department in West Valley City, Utah, said he can't discuss details of the investigation but noted that the agency has spent countless hours on the case. The investigation remains active, though Powell said investigators have reduced their focus on the case.

Pierce County Prosecutor Mark Lindquist, who oversaw the voyeurism case against Steve Powell in Washington state, said Powell likely knows more than he's telling but that he's not a reliable person even if he did speak. Powell is in prison serving his voyeurism sentence and could be released as early as May.

"Barring new evidence emerging, we're done with Mr. Powell," Lindquist said.

Utah investigators say that Steve Powell has not cooperated with the Susan Powell investigation, but that still didn't initially trigger a more thorough assessment of him. In fact, an investigator said in one email obtained by AP that they did not take Steve Powell's cell phone or mobile internet card during the 2011 search at his home.

In early April 2012, a co-worker of Steve Powell's went public with her recollection that he talked about going on a snowy camping trip with his son and grandchildren in Utah around the time Susan Powell disappeared. She had previously emailed authorities about that conversation.

The day after Jennifer Silva told her story to AP, detectives in Utah began checking with officials at the Washington state Department of Corrections, where Powell had worked around the time Susan Powell disappeared. They began asking where Steve Powell was assigned and what clients he was working with in December 2009.

Susan Powell was last seen on Sunday, December 6 of 2009. Steve Powell's work calendar is blank the following day, and he took sick leave the two days after.

Investigators also expanded their assessment of Steve Powell in April 2012, analyzing his phone and SIM card. Investigators also explicitly asked for his emails from 2009.

The AP first requested those emails, which are public record, in 2011.

I think both of them murdered Susan. This is such a tragedy it is impossible to comprehend. He should have been in jail and those precious little boys would still have been alive. Tragic.

Powell family tragedy continues with apparent suicide of Michael
Powell days after anniversary of brother's, nephew's death

SALT LAKE CITY — Michael Powell killed himself Monday, less than a week after the anniversary of the deaths of his brother Josh Powell and two nephews.

Minneapolis Police Sgt. Steve McCarty confirmed that a 30-year-old man jumped approximately five stories from a downtown parking ramp around 2:25 p.m. There were witnesses to the incident, but he said there was no information about what may have prompted the man to take his own life.

The man was dead when emergency responders arrived, according to a police report obtained by the Deseret News.

McCarty said police were waiting for a medical examiner to confirm the man's identity. But Kiirsi Hellewell, a close friend to both Susan Powell and Josh Powell's sister Jennifer Graves, said Graves confirmed the news of her brother's death late Monday.

The death is yet another tragic turn in the horrific saga of the Powell family, which includes the patriarch Steven in prison, two sons now dead, two grandchildren killed and the wife of Josh Powell missing and presumed dead.

"I just felt so heartbroken for her," Hellewell said. "They have been through so much. … Even though she's been estranged from Michael for the last three years, she still loved him," she said of Jennifer Graves. "He's still her brother. She grew up with him and she's just got to be going through so much."

Josh Powell is believed to be responsible for the disappearance and presumed death of his wife Susan Cox Powell, who has not been seen since December 2009 when she went missing from their home in West Valley City. After her disappearance, Josh Powell relocated with the couple's two young sons to his hometown of Puyallup, Wash., to live with his father, Steven Powell.

In 2011, Steven Powell was arrested in connection with a voyeurism case. Josh Powell's children, Charlie and Braden, were subsequently taken from his care and placed with their maternal grandparents, Chuck and Judy Cox. The week before Josh Powell lit his home on fire, killing himself and his two young sons, a judge had ordered that the Coxes retain custody of the children and that Powell undergo a psychosexual evaluation.

Michael Powell supported his brother throughout the ordeal, flying to Utah to help Josh Powell move to Washington and launching a website accusing the Coxes of abuse and defending Josh Powell as a loving parent. A few months before his death, Josh Powell changed his life insurance policy to list Michael Powell and sister Alina as the primary beneficiaries.

Nine days after Josh Powell killed himself and his children, Michael and Alina Powell contacted New York Life Insurance about collecting on the policies for Josh and their nephews, worth an estimated $1.5 million to $2 million. The company questioned whether they should pay the beneficiaries listed by Josh Powell.

Hellewell said she had mixed emotions upon learning of Michael Powell's death.

"When I first heard I was very sad, first of all, that somebody would just throw their life away," she said. "Second of all … I felt so sorry for Jennifer and her family and the rest of her siblings and they've been through so much tragedy and so much horror and then also there was this other part of me that thought, 'Oh great. Now there's one more chance that we might have had to find Susan and maybe he knew something and now he's gone.'"

Steven and Terrica Powell had five children: Jennifer, John, Josh, Michael and Alina. Alina and John were last known to be living in Washington state.

Steve Powell is serving prison time for voyeurism convictions and is scheduled to be released sometime this spring.

Police searching Oregon property for Susan Cox Powell

SALEM, Oregon — Police are searching a rural property near here for missing West Valley City mom Susan Cox Powell, FOX 13 News has learned.

Investigators gathered at the property on Tuesday, focusing in a heavily wooded area. FOX 13 observed numerous cadaver dogs searching the property in an effort to pick up the scent of human remains.

Susan Cox Powell’s father, Chuck Cox, was also here to observe the dig effort. Cox told FOX 13′s Scott McKane that he had received a tip about the area earlier this year that he had passed on to West Valley City police.

“This could be a place where they could have dumped Susan’s body,” he said.

West Valley City police had a search warrant for the property, but refused to divulge its contents.

“We are looking for anything that might lead us to find Susan,” deputy West Valley City Police Chief Mike Powell said.

Asked if it is possibly where Susan Cox Powell may be buried, he told FOX 13′s Ben Winslow: “Every tip we follow up on is a possibility of finding more evidence or even an additional tip to lead us to where Susan is.”

Cox said this latest lead appears to fit in with what detectives have previously told him about the progress of the missing persons case.

“Josh said he went south, I’m going to look north. But where north?” Cox said. “He said he went southwest, but this is northwest and a far distance from anywhere in Utah and even around where he lived. It’s an opportune spot.”

Cox said relatives of Steven Powell, Josh Powell’s father, had lived on the property at one time.

“He was aware of this place,” Cox said of his son-in-law.

The site, nearly 800 miles away from Salt Lake City, does not seem to match up with a mysterious trip Josh Powell took in a rental car shortly after his wife vanished in 2009. At that time, police noted, Powell apparently took an 800-mile round trip.

Cox said detectives told him they were exhausting leads in the case.

“They were straightforward with me that if this doesn’t come through, they do not have any really good leads right now beyond this,” Cox told FOX 13. “This is probably it as far as leads go.”

Mike Powell said they have chased many leads in the three-and-a-half-year-old case.

“We have left no stone unturned. We have done everything that we can possibly think of. Every tip that has been sent in, every lead that has been given to us, every little bit of information has been looked at closely with great detail,” he told FOX 13. “We have done everything we possibly can to follow up on those and conduct any additional investigation that may lead us to knowing and discovering where Susan is.”

Susan Cox Powell disappeared from her West Valley City home on December 6, 2009. Her husband, Josh Powell, has always been considered a “person of interest” in her disappearance.

In search warrants unsealed by a Utah court, police revealed that in interviews conducted shortly after Susan’s disappearance, they learned the couple had marital problems and that she feared Josh would “destroy her” if she divorced him. Inside a safe-deposit box, police wrote in search warrants that they had recovered a sealed, handwritten letter entitled “Last Will & Testament of Susan Powell.”

Susan had suggested that if she were to die, it may not be an accident, police said at the time.

In court documents filed in Washington, police there characterized Josh Powell as the “prime suspect” in Susan’s kidnapping and murder. Those documents revealed police had questioned Josh Powell twice shortly after this wife’s disappearance.

While Josh Powell insisted he was innocent, police said there were “inconsistencies” with his statement. He had told police he had taken the couple’s two children, Charlie and Braden (ages 2 and 4, respectively), camping near Simpson Springs in Utah’s West Desert the night she disappeared.

Police claimed that when they looked at Josh Powell’s cell phone, the SIM cards had been removed. Police also found Susan’s cell phone in his possession, along with a generator, blankets, a gas can, tarps and a shovel.

A couple days after Susan was reported missing, police said that Josh Powell rented a car (police had seized the family’s minivan) and put more than 800 miles on the vehicle in two days. Where exactly he went has been unknown, but police claimed in search warrants that Josh activated a cell phone near Tremonton, Utah, at the time.

The Washington state search warrant claimed that family friends told police that Josh had made comments about how to “kill someone, dispose of the body and not get caught and that Utah’s West Desert is full of mine shafts, tunnels that are very unstable so that a person can be disposed of an no one would search for the body.”

Police also claimed in court documents that Susan’s children had spoken about their mother, referencing her disappearance. Charlie Powell reportedly told investigators his mommy went camping with them and she did not come back with them and he did not know why.

Police claimed that several weeks later, Charlie told a primary teacher “with no emotion and no hesitation, ‘my mom is dead.’ “

Police have conducted numerous searches for Susan Cox Powell over the years. They searched the area around Simpson Springs, as well as an area near Ely, Nevada.

In September 2011, police searched a site near Topaz Mountain in Millard County, where cadaver dogs hit on what might have been human remains. After days of searching that site in September 2011, police abruptly left and refused to say if they found anything.

An August 2011 search by West Valley City police of a home Powell was living at in Puyallup, Wash., for evidence related to Susan’s disappearance led to the arrest of Josh’s father, Steven Powell. He was accused of surreptitiously taking photographs of neighbor children.

Among the thousands of images police claim they found in the home were pictures of Susan Cox Powell that prosecutors alleged were taken without her knowledge. Police also seized Steven’s diaries, that detailed an infatuation he had with his son’s wife.

It was the arrest of Steven Powell that led to Josh losing custody of the couple’s children. He was then involved in a custody battle with Susan’s parents.

On February 5, 2012, Josh Powell killed himself and their children, Charlie and Braden, in an explosion and fire at a home he rented in Graham, Wash. A social worker had dropped off the children for court-ordered visitation. She told authorities Josh Powell grabbed the children and slammed the door in her face shortly before the home exploded and was consumed by fire.

Steven Powell was ultimately tried on voyeurism charges and convicted. He is scheduled to be released from prison as soon as the end of this month. The two neighbor girls Powell is accused of photographing have filed a civil lawsuit against him.

Susan’s family is also considering a series of lawsuits against Washington child welfare authorities over the deaths of Charlie and Braden.

Susan’s family has also been involved in a long-running legal dispute with Josh’s family over the payout of life insurance premiums. Josh Powell had named his brother, Michael, as the one to inherit the bulk of a multi-million dollar policy for Josh, Charlie and Braden.

Michael Powell had been a defender of his brother and father, creating a website that accused the police of overlooking leads in the case and Susan’s family of mistreating Charlie and Braden.

Michael Powell, 30, committed suicide in February 2013 by jumping from a building in downtown Minneapolis, where he lived.

Steven Powell Scheduled to Complete Prison Sentence Nov. 4

OLYMPIA – Steven C. Powell, 63, is scheduled to complete his prison sentence on or about Nov. 4. A community corrections officer who is part of a specialized sex-crime unit will supervise Powell, who will be a tenant in a privately owned home in Tacoma.

Powell will be required to wear a GPS locator for at least the first 30 days of his community supervision.

He will also be required to attend a sex-offender treatment program and follow the terms of his community supervision, which include getting permission from his community corrections officer to leave Pierce County. A community corrections officer will conduct multiple field contacts each month. Powell will be required to report to his community corrections officer twice each month.

The community corrections officer can place Powell in custody if he violates the terms of his community supervision. The community corrections officer will also connect Powell to resources and treatment designed to help him succeed after he completes his prison sentence.


Powell is currently housed at Monroe Correctional Complex where he is serving a sentence for 14 counts of voyeurism. He started his prison sentence in June 2012 at the men’s reception center in Shelton before he was transferred to the Twin Rivers Unit of Monroe Correctional Complex two months later.

For security reasons, the Department of Corrections does not publicly discuss details about offender transfers.

The Department of Corrections notified Powell’s victims and local law enforcement about his scheduled release date.

DOC rescinds release plan for Steven Powell

MONROE, Wash. —

Steven Powell, a sex offender who had an obsession for his missing daughter-in-law, Susan Powell, was expected to be released from prison early next month, but the Department of Corrections has rescinded the release plan.

The plan for Powell's release was rescinded after a property owner in Tacoma withdrew the offer to have him as a tenant upon his release from prison.

Powell is the father of Josh Powell, the man implicated in the disappearance of his wife, Susan Powell, who killed himself and his two sons in a fiery blast that destroyed a rental home in Graham.

Powell was scheduled to complete his prison sentence Nov. 4.

He started his prison sentence in June 2012 at the men’s reception center in Shelton before he was transferred to the Twin Rivers Unit of Monroe Correctional Complex two months later.

Powell can submit another release plan for the DOC to review.

In order to be approved, the release plan must have a safety plan for victims, a suitable address, a plan for Powell to participate in treatment and a plan for him to support himself.

If Powell is unable to submit a release plan that the Department of Corrections can approve, he will be released from prison when he reaches his maximum-release date in March 2014.

Judge upholds $1.8 million judgment against Steven Powell

TACOMA, Wash. — A Pierce County Superior Court judge in Tacoma Friday ruled that Steven Powell needs to pay $1.8 million to the victims of his voyeuristic picture taking.

A court hearing was originally scheduled for Friday for oral arguments to be made in the case. But the judge informed both parties Thursday that enough information had already been submitted to make a decision and she cancelled the hearing.

Late Friday, Judge Vicki Hogan denied the motion to vacate the judgment.

Powell, 63, had challenged the civil judgment against him, claiming the damages awarded to the two young neighbor girls who were the focus of his voyeuristic picture-taking were "excessive."

Anne Bremner, the Seattle-based attorney for the girls who were 8 and 10 when the pictures were taken, argued that Powell didn't have any legal reason for opposing the $1.8 million penalty levied against him other than he simply doesn't want to pay it.

Powell was convicted in May of 2012 of 14 counts of voyeurism. Bremner personally served Powell with the civil lawsuit on the day he was sentenced for his criminal case in June of 2012. But Powell never responded.

After more than a year without a response, Bremner said the civil suit moved into the default phase. As part of the default proceedings, a writ of garnishment was filed against Powell and his credit union last week, allowing the family to take what is currently in Powell's bank account, if the judge approves the writ.

Friday, an affidavit of judgment creditors was filed to continue the default process. The affidavit said with interest, Powell now owes $1.9 million. It also noted that Powell "has no assets of any significance."

Bremner has admitted in the past that seeking the money was in part symbolic, but said there is also a real need by the victims for counseling.

Powell has been eligible for early release from prison since May but has been unable to come up with a required "offender release plan" that the Washington Department of Corrections will approve. If he fails to come up with one, he will be released in March after serving his entire sentence.

I wonder about Michael's suicide.   Did he do it out of shame or did he do it because he was part of his brother and father's perversions. 

Does anyone know why he offed himself?  Was he part of Susan's murder?

I hope so.  It doesn't look like the justice system can prevent him from his evil acts, nor punish him for the ones he has committed.  So, the women of the world will be safer if he is dead.

Steven Powell to be released March 23, still fighting to save house

SALT LAKE CITY — Recently filed court documents in Washington state say Steven Powell will be released from prison March 23.

But as Powell prepares to leave incarceration, the battle over what will happen to his Puyallup, Wash., home continues.

Powell, 63, was convicted in May 2012 of 14 counts of voyeurism for taking photographs of two neighbor girls, then ages 8 and 10, with a telephoto lens from his house while they were nude or partially nude in their bathroom.

He has been incarcerated in the Monroe Correctional Complex in Washington and will be placed on probation for 30 months once he is released.

The girls he took pictures of were awarded $1.8 million in a civil judgment that Powell didn't contest until after the court's ruling was final. In December, a judge ordered the Pierce County Sheriff's Office to sell Powell's largest non-exempt asset, his house at 18615 94th Ave. Court East in Puyallup, to start paying off his debt.

Since then, Powell, acting as his own attorney, has made several attempts to prevent his house from being sold in a series of handwritten motions. In his latest motion, he asks that the property be declared as "homestead," which would prevent authorities from putting it on the auction block.

The girls' mother, along with attorney Anne Bremner filed documents in court earlier this month saying that Powell doesn't present any valid arguments and has no way to pay his mortgage. Powell also has stated he does not plan on living at that address once he is released, according to court documents.

According to a letter from the Washington Department of Corrections addressed to the mother on Feb. 10, Powell will be released on March 23 and plans to reside at 3606 E. J St. in Tacoma.

On Friday, a Pierce County Superior Court judge denied Powell's latest motion for the judge to reconsider her previous decision not to delay the sale of his house. This Friday, the judge is scheduled to hear arguments about whether Powell's property can be declared as "homestead."

The house was originally scheduled to be auctioned off on Feb. 7 but was put on hold because of a last-minute court filing by Powell.

In court documents, Bremner referred to Powell's numerous court filings as "a meritless flurry of motions." Her office is also requesting that the judge order Powell not to file any more motions regarding the Puyallup house for a year, according to court documents. They believe Powell is simply trying to avoid paying his creditors.

Steven Powell has been released from the Washington state prison where he served 30 months for voyeurism.

Department of Corrections spokeswoman Norah West said Powell was released Sunday morning.

Powell is the father-in-law of Susan Cox-Powell, who disappeared in 2009. His son, Josh Powell, was a suspect before he killed himself and his two children in an explosive house fire in 2012.

Steven Powell was convicted of voyeurism for taking photographs of two young neighbor girls while they were using the bathroom in their home.

West says Powell will be living in Tacoma and will be required to wear a GPS locator for at least 30 days and attend sex offender treatment.

New search for Susan Powell at father-in-law’s old home

The family of Susan Cox Powell intend to search her father-in-law’s former home for her body or other clues.

Anne Bremner, an attorney for Susan Powell’s parents, said the search has not yet been scheduled, but it will include cadaver dogs that will search the yards.

Police have served at least three search warrants on the home over the years. But Bremner said those searches sought Susan Powell’s journals and evidence of voyeurism committed by her father-in-law, Steve Powell.

Police "didn’t have probable cause to search for whether she was there," Bremner said. "We don’t have any restrictions."

The modest, two-story home is in a subdivision in Puyallup, Wash. Steve Powell lived there until September 2011 when police arrested him on suspicion of voyeurism. He was eventually convicted of 14 counts related to photographing young neighbor girls in various states of undress.

Steve Powell was released from prison earlier this year. Bremner also represents Steve Powell’s victims, who obtained a $2 million judgment against him.

Last month, those victims used $100,000 credit from the judgement to obtain Steve Powell’s home at an auction.

During Steve Powell’s voyeurism trial, the mother of the girls became friends with Susan Powell’s parents, Chuck and Judy Cox.

"Something the mom had promised Chuck was if she ever got the house through civil proceedings, Chuck could search it," Bremner said.

Susan Powell was last seen Dec. 6, 2009, at her home in West Valley City, Utah.

PUYALLUP, Wash. — Cadaver dogs may go through Josh and Steven Powell's old house as early as this week.

The house where the Powells used to live, 18615 94th Avenue Court East, was recently purchased by the family of the two young girls Steven Powell was convicted of taking nude and semi-nude pictures of from his bedroom window. The acquisition was made as part of the girls' civil judgment against him.

The girls' family has become friends with Chuck Cox, the father of Susan Cox Powell, the Utah mother who went missing in 2009 and is presumed dead. The Coxes and police believe her husband, Josh Powell, was responsible for her death. He was never arrested or charged in connection with her disappearance. Josh Powell killed his two sons and himself in 2012, not far from his father's house.

Josh and Susan Powell lived for a brief time in Steven Powell's house before moving to West Valley City.

The mother of the two girls recently allowed Cox to look through Steven Powell's old house. Gregg Olsen, the author of the newly released book "If I Can't Have You," about the Josh and Susan Powell story, was allowed to go with Cox.

"We found a lot of things that people would consider trash, and obviously the Powells did unless you knew part of the story, which was two little boys had been murdered and a young mother was missing. And we could see traces of their story in the house," Olsen said.

Among the items left behind, Cox found the sled Charlie and Braden Powell rode when their father took them out the afternoon before their mother disappeared. The boys' bicycle helmets and some of their toys were also found, in addition to some of Susan Powell's workout clothes.

"Susan was always trying to get back in shape, or whatever, to make her husband love her. She kept thinking, 'If I just slim down or if I'm pretty or something better, then maybe he'll pay attention to me, maybe he'll love me,'" Olsen said.

He said Cox has been going through the crawl spaces of the house and moving boulders in the yard to prepare for the cadaver dog search.

"He's literally turning every stone he can to find out where she is and if she's there. There's no real credible evidence she is there. There's just a belief that there's a possibility she's there," he said. "I don't want to put words in Chuck's mouth, but I do feel he thinks this is a necessary step in a long list of things he needs to do to find out what happened to Susan. And he's going to mark everything off his list. This is one more thing that needs to get done."

Cox also found a box of computer programs in the house that belonged to Josh Powell. When West Valley police confiscated many of Powell's computers when his wife initially disappeared, there were programs written on them in a code that to this day investigators have been unable to crack. Olsen said Cox plans to hand over the newly discovered boxes to a private investigator or someone who might be able to decode them.

"Chuck is a very strong and stoic man and has been on the hunt for his daughter's whereabouts for almost five years now. Everything (he found) just fueled him to find out what happened to Susan," Olsen said.

Steven Powell was released from prison earlier this year on his voyeurism convictions. He was not allowed to move back into his house, however, and the court ordered it be put on the auction block. Powell's daughter, Alina, and his ex-wife, Terrica, had been living in the house at the time it was sold.

A new book about missing West Valley City mother Susan Powell is the topic of a panel discussion Wednesday at 7 p.m. at the Viridian Event Center in West Jordan sponsored by The Salt Lake Tribune’s Utah Lit book club.

Jennifer Napier-Pearce will moderate the discussion about "If I Can’t Have You." Participants will include book co-author Rebecca Morris, reporter Nate Carlisle and Kiirsi Hellewell, Powell’s longtime friend.

The Viridian Center is at 8030 S. 1825 West. The discussion also will be live streamed at sltrib.com, and KCPW 88.3/105.3 FM will record and broadcast it Friday at 10 a.m. and 8 p.m.

The book Morris wrote with Gregg Olsen is the third and most thorough about Powell, who disappeared in 2009.
