Terri Hymes, Archie Howard charged with endangering child in Homewood
UPDATED 12:34 PM EDT Jul 02, 2014
PITTSBURGH —A 2-year-old boy is in the care of the Allegheny County Office of Children, Youth and Families after being found unresponsive and alone inside a car in Homewood early Wednesday morning.
The boy's mother, Terri Hymes, 30, was taken to the county jail on charges of disorderly conduct, public drunkeness, endangering the welfare of children and recklessly endangering another person.
Police say Hymes left her son alone in the car with the doors locked while she was inside the 2nd Time Around bar on Frankstown Avenue.
Someone called 911 around 12:30 a.m. to report that a baby was unattended in a vehicle while the parents were in the bar drinking.
"And indeed, (they) found a 2-year-old male toddler in a car seat, in the back seat slumped over, sweating a lot and not being responsive," said Pittsburgh Public Safety Information Officer Sonya Toler. "This was a very humid night."
Police say the temperature at the time, according to the National Weather Service, was 80 degrees, and the humidity was 70 degrees.
In the criminal complaint, police said, "The conditions outside the vehicle were hot, hazy and very humid, making it unbearable to stand in the vehicle or outside for even a short period of time."
Police say they searched for the parents for "well over 10 minutes" with negative results.
Officers say a crowd started to gather, and a woman walked up to the car with a set of keys in her hand and was stumbling. Police say she just left the bar.
"Unfortunately, this woman was apparently intoxicated, slurred speech, bloodshot eyes, and then another gentleman came out of the bar," Toler said.
Police arrested Hymes and Archie Lee Howard, 27, who told officers he is the child's stepfather.
Police say Howard was visibly intoxicated and started screaming and yelling at officers and causing a disturbance. He was arrested on charges of disorderly conduct, public drunkenness, endangering the welfare of children and recklessly endangering another person.
Medics attempted to wake the toddler numerous times. Police say finally they were able to wake him and he was taken to UPMC Children's Hospital of Pittsburgh, where he was treated and released.
Hymes and Howard remained in jail on $100,000 bond Wednesday afternoon. A preliminary hearing is set for July 9.
