Morgan Bell dead: Orange deputies investigating death of 14-year-old girl

Morgan Bell died after a stranger dropped her off at the hospital.

Orange County detectives are investigating the death of a 14-year-old Mims girl whose mother said she had been raped and drugged.
Morgan Bell died Oct. 1 at Florida Hospital East.
Her mother, Lori Rudisaile, said in a televised interview on WESH Channel 2, that her daughter had left home with a girlfriend and a man she believed was the friend's uncle.
"She was everything to me," Rudisaile told WESH. "A piece of my life is gone forever."
Orange County Sheriff Office homicide detectives are interviewing family, friends and others who knew Morgan.
Sheriff Jerry Demings said detectives are investigating the death of a 14-year-old girl who might have died from a prescription pill overdose, but he did not identify the child.

Investigators have not made any arrests or identified the person who dropped Morgan off at the hospital.
A spokeswoman with the Orange-Osceola Medical Examiner's Office said pathologists completed the girl's autopsy, but the results from the toxicology tests are pending. Her cause of death has not been released.
Investigators ask anyone with information to call the Sheriff's Office at 407-254-7000.

The Orange County Sheriffs Office is conducting an investigation on the death of Morgan Bell, a 14-year-old girl.




Cpl. Susan Soto with the sheriff's office says Bell was dropped off at Florida Hospital East October 1. She was pronounced dead there.

Bell's parents told WESH 2 News that they believe their daughter was drugged and raped. The Sheriff's Homicide unit has opened a death investigation.

Bell's family told WESH, Morgan was picked up by a friend and a man who was believed to be the friend's uncle the night she died. The TV station is reporting that hospital records show that the supposed uncle was the same person who took Bell to the hospital. This man was released from jail a month prior on battery charges. His identification has not been released because he has not yet been confirmed a suspect.

Bell's mother, Lori Rudisaile told WESH, "A piece of my life is gone forever." After the funeral she also told the TV station, "I don't think, whoever did this to her, knew how we were gonna fight for Morgan." Rudisaile said it's not fair her daughter is dead and this man is still out there breathing, he needs to answer some questions.Bell's family, friends and acquaintances are being interviewed.

People who knew Bell 'lit' candles and posted messages on her obituary page on North Brevard Funeral Home's website. They said things such as, "Morgan, your bright light will be missed in our family always" and "You were too young to be lost. May God comfort you and your family!"

Mystery Surrounds Teen's Death At Hospital

ORANGE COUNTY, Fla. -- Mystery surrounds the death of 14-year-old Morgan Bell who was dropped off at Florida Hospital East where she was pronounced dead, according to the Orange County Sheriff's Office.


WFTV talked to the family of Morgan Bell in Mims Thursday. Her family suspects some sort of foul play and wants investigators to determine if someone else may have played a role in Bell's untimely death on October 1.

Bell's family said they didn't want to say anything that might jeopardize her death investigation.

Now, one day after she was laid to rest, the Orange County Sheriff's Office announced it's conducting a death investigation which has the potential to escalate into a homicide investigation depending on deputies' findings.

On Bell's obituary page on North Brevard Funeral Home's website, friends posted messages such as, "You will be missed by so many" and "Morgan was a very beautiful girl....She would always bring joy and laughter to everyone around her."

Bell's family said she was well-liked and wouldn't have done anything to harm herself. But they do suspect someone else did before dropping Bell off 28 miles from her Brevard County home.

The sheriff's office said it does know who dropped Bell off at the hospital, but at this point in their investigation they aren't saying who he is.

Homicide detectives are interviewing family, friends and acquaintances.

The sheriff's office said nothing "was off the table" when WFTV asked if a toxicology test and rape kit was conducted on Bell's body.

The Medical Examiner's Office confirmed it was awaiting lab results, including toxicology. Until then, the cause of Morgan Bell's death is pending.

Bell's family has provided additional leads to the Orange County Sheriff's Office.

Anyone with additional information leading up to the 7:00pm drop off of the teen at the hospital on October 1 is asked to call the Orange County Sheriff's Office.

I would like to reveal the face of the monster who took my beloved daughter from our family. He stalked her the Saturday before he abducted her the following Thursday. We have phone records proving this. He was unknown at that time to Morgan and our family. He had no permission to take my daughter anywhere. An acquaintence of Morgan's from the neighborhood,Toni Breanna Estepp, gave him Morgans cell number and consequently introduced him to Morgan as her "Uncle". He has a 20 yr reputation in the neighborhood as being a "pedophile" and known incidents with underage girls. Most of which he managed to evade prosecution on. There is no blood relation between him and Toni Estepp. At this point Morgan must've felt safe going with them. He took her to Walmart 30 miles away from her home and purchased underwear and bras for her. Took them to the movies,where I suspect he may have drugged her drink and then took her to his house. That is where I believe he administered the deadly concoction of drugs to render her defenseless,and which ultimately killed her. He then anonymously left her at the hospital,simply saying she was 18. He returned to his neighborhood,where I believe he disposed of evidence,mainly the drugs. And proceeded to go to sleep at his neighbors house,most likely to avoid law enforcement contact that night. We obtained his name from good samaritans who knew Toni and him,and knew about what he had done. From the beginning he has made every attempt to conceal his identity,and his actions that evening,lying to police in regards to his prescriptions and refusing a DNA swab. Consequently the Orange County Sheriff has informed us that any prosecution is unlikely,because the other witness Toni Estepp is also refusing to come forward with the truth about that night. Instead they are blaming Morgan and disparaging her name with vicious accusations of drug use and sexual conduct. As a mother I am distraught,devastated,and angry. As a citizen I am disgusted with our Justice system and law enforcement and what I fear will be a disastrous miscarriage of Justice if these people are not brought before a jury of their peers. As a parent I am terrified for the well being of my 3 other children,one of which attends elementary school meer blocks from where this abduction occurred. As a member of the community we should all be outraged if this "man" is allowed to walk our streets among our children. They will not be safe as long as he is loose. He was just seen this past Monday,freely roaming the neighborhood. I implore you all to look up his record on efacts,weigh what I have told you about my family and Morgan,think about your own children,and decide if you think this "man" has any value whatsoever to society. Please accept our condolences on the loss of your daughter. I cannot imagine the pain you must feel. Added to that; the horror of knowing who was responsible and desperately trying to get some action.
We have another case that this reminds me of. Michael Rogers.
In both cases, the perps are well known to the investigators but little is being done to have them answer for their crimes.
Our goal is to not only bring justice to these cases but also to prevent further crimes from being committed through education and vigilance.

I dont know where to go for help if my own law enforcement doesnt seem to be concerned that this animal is free and has been seen frequenting our neighborhood again! It is well known amongst the community that he frequents our area to sell his prescriptions on the street. Its is only a matter of time before another girl is made a victim by this monster. Where is the outrage for Morgans death from the community? Have we become so desensitized that a 14 year old child can be taken from home and killed and no one is angry enough to put her killer behind bars? Det. Brian Cross has informed us that he doesnt expect any charges to be brought against Bailey.That doesnt suprise me after witnessing his mediocre performance in this investigation. He has had to be spoonfed and prodded by us the entire time. Insisting from the beginning that "Richard seems to be a good guy", "Richard did more for your daughter than most".Really? The rape kit is still pending. Cross didnt even turn it in to FDLE until the 16th of November. Bailey refused to provide a DNA sample.Bailey also denied being prescribed any drugs. Which was later discovered through his medical records he is in fact prescribed the very drugs that ended Morgans life that day in his house,in his bed. Bailey also refused to grant DCF an interview. Coupled with the fact that he anonymously left Morgan at the ER, I think we can only conclude Richard Bailey has attempted to and still is concealing the facts surrounding Morgans death. And his "niece' Toni B Estepp is assisting him in doing it! So where do we go now for Justice for Morgan? He got one of my children,he wont get another one. And shame on society if they remain complacent and allow these two to continue with business as usual. I pray their child wont be Richards next inevitable victim.

One thing is for sure, I don't want to be driving around Florida with that guy on the roads. I only found his traffic violations, which are numerous. Was there something more specific? Now I'd like to see negligent homicide,aggravated manslaughter...oh how about child abduction? My daughter deserves her story to be told to 12 jurors...let them decide if bailey is innocent of killing her! But that is never going to happen. Her death is being ruled "accidental"..it was no accident that he stalked my child four days before he abducted her. And no accident he adminstered the deadly concoction of pills that killed her. then he "accidentally" forgot to give his name at the ER when he left her there! Its outrageous!

Notice this charge is 2 weeks before he took Morgan. He was out on bond for it at the time he took her. Det. Brian Cross didnt even know he was on bond until I told him. He insisted I was wrong until I contacted Baileys bondsman and confirmed it!

Hello Law Enforcement, when is enough, enough..how many chances does Bailey get! Do they think there wont be another Morgan!!!!

From what I have seen and from what you have said young children and the motoring public would be better served with this guy behind bars until he's ready to leave the planet.

I guess if Richard Bailey kills a cops kid or a Senators kid or a congressman's kid or some celebrity's kid then maybe something will be done to him! Morgan is just as important as anybody elses's child and she deserves to have justice to! Who knows that he has not done this to another child that may be on the missing list! How many more chances does he get? What is wrong with our justice system? MorgansWarrior, it truly is outrageous. Can you tell us what you've done, who else you've gone to about this? Clearly we need to go above the detective who 'looked' into Morgan's death to try to get someone else to re-open the case.

I agree M. There's more to this than just a poor job by LE. We need to find out more about it IMO.

Hi kiwimom..we have emailed the attorney general,they rerouted us back to Orange county,Victims Advocacy,thats a joke,they are just a filter for the cops. Tried to get Brevard County L.E involved {they wont touch it}..County Commissioner Robin Fisher wasnt interested enough to even listen to her story. Prominent members in the community,all give us the "sorry for your loss" speech. We didnt "lose" Morgan! She was TAKEN from us! Not to mention the numerous mugshots I have handed out in the community to try and get parent involvement..no one wants to get dirty! If the cops arent arresting him then he must be innocent. The sheep are so misguided by the false sense of security thinking cops "serve and protect". They are serving themselves and protecting Bailey! I even emailed Nancy grace..no response yet. Dan billow channel 2 says his boss isnt interested in a follow up story! I say shame on everyone when,and he will get another girl in his car, Bailey kills again and Det. Brian Cross has to tell another family how he let their childs killer walk! In a sense Cross is saying its Morgans fault for getting in his car, and we are looked at like we shouldve watched our child better! Its disgusting!
