Mother's boyfriend charged with teen's rape

STAFFORD — An Arizona man was arrested for the rape of a 13-year-old Stafford girl Wednesday, according to the Stafford County Sheriff’s Office.
Oliver Wayne Kinser, 35, of Phoenix, Ariz., was charged in Phoenix with one count of rape, according to sheriff’s office spokesman Bill Kennedy.
According to Kennedy, the teen girl called 911 in Stafford on July 8, at which time she was hiding in the woods near her home.
She told police that her mother’s boyfriend, Kinser, had raped her the previous night.
Kinser was staying in the home with the teen’s mother, where the teen was also living, police said.
Kinser denied the allegations, but evidence police collected recently linked him to the crime, according to the sheriff’s office.
Sheriff’s office Detective John Hughes discovered that Kinser had moved to Arizona since the incident.
On Wednesday, members of the United States Marshal Service and the Arizona Wanted Violent Offender Task Force arrested Kinser.
He was then incarcerated in Mesa, Ariz., under no bond, pending extradition to Virginia.
