Multnomah County commissioners
today approved a much pared-down $196,034
request for additional funding to help prosecutors continue their
criminal investigation into the June 4 disappearance of 7-year-old Kyron
Horman.
County Sheriff Dan Staton reversed course today,
deciding to put off for four months his request for additional money
from the county contingency fund, and instead find resources within his
own budget.
He tabled his request for $242,609 to hire a
one-year investigative technician and to cover four months of overtime,
from July through October, and will instead try to absorb the costs
within his department's budget. If the costs exceed the budget, he'll
return to the board this fall.

So Ovie if the sheriff was looking for $242.609 to cover July through October, doesn't this sound to you like they have no idea where Kyron is, as that seems like a long time.

A prosecutor and a county sheriff investigating the
disappearance of a 7-year-old boy went to county commissioners
Thursday to discuss funding for the probe, but dodged questions
about whether they are close to making an arrest.
Multnomah County commissioners approved District Attorney
Michael Schrunk's request for an extra $196,000 for his office's
investigation into Kyron Horman's disappearance. But, in an
unexpected move, Sheriff Dan Staton tabled a separate request for
about $240,000 in additional funding for his office until October.
Staton said the sheriff's office will return $500,000 in
contingency funding approved last month and another $400,000 from
the last budget after his agency was able to hold down costs.
Staton and Schrunk went to commissioners to talk about funding
in their effort to find Kyron, last seen at Skyline School on June
4, when his stepmother took him to a science fair. Though the case
has gripped the community, the cost of finding Kyron is an issue
for the cash-strapped government.
Commissioner Deborah Kafoury asked why this particular case is
getting so much attention from law enforcement when there are other
missing children: "Is this really that unusual?"
"Yes, it is an unusual case," Schrunk said. "I think you have a
lot of different dynamics. You have a school. You have a science
fair. You have a lot of people involved. And you have seemingly no
explanation for why the child is missing."
Staton, who said the case has so far cost $365,000, said
investigators have seized 200 sets for records and are sifting
through the 3,000 leads that have been generated.
"We currently have 38 full, 4-inch binders on this
investigation, and we're not even halfway through at this
particular point," he said.
Staton later told reporters not to take Thursday's action - in
which the prosecutors needed money and his office didn't - as a
sign that an arrest was near.
Staton said investigators have not found any items that belong
to Kyron, and again declined to name the stepmother, Terri Moulton
Horman, as a person of interest in the investigation.
Terri Horman, who has raised Kyron since he was an infant, is
the last known person to have seen the boy. She contacted the
elementary school when Kyron didn't come home from school on the
day of the science fair.
The sheriff's office conducted a massive search of the area
before declaring the case a criminal investigation on June 14.
The boy's father, Kaine Horman, left Terri Horman about two
weeks later. He also filed a restraining order in which he said he
believes Terri Horman was involved in the disappearance.
Kaine Horman and Kyron's biological mother, Desiree Young, have
since publicly urged Terri Horman to fully cooperate with investigators.
The sheriff said the stepmother, who has moved 175 miles away,
has "not refused" any requests from his detectives.

In a statement late Thursday, Desiree and Tony Young and Kaine Horman said they had been briefed by law enforcement and now believe that Spicher has not cooperated with investigators.
Here is the statement:
"Good evening,
"We have been briefed by law enforcement on the most recent developments in
Kyron’s case. We have been informed that they have identified a person
that has been in close communication with Terri Moulton Horman since
Kyron went missing and her name is DeDe Spicher. She has not only been
in close communication with Terri but has been providing Terri with
support and advice that is not in the best interests of our son.
Additional information provided shows that she is refusing to cooperate
with law enforcement, she is also going as far as to suggest to others
that may have information regarding Kyron’s disappearance, not to
cooperate as well. We implore DeDe Spicer (sic) to come forward and
cooperate with the investigators in any way that they need in order to
assist us in finding our son. We will state further that if we find out
through the investigation that she caused a delay in us finding our son
due to her lack of cooperation, we will pursue civil remedies in this
matter.
"We as a family cannot understand how anyone can look at
Kyron’s smiling face, having information and choose not to help bring
him home. Please remember what this is about, it’s about bringing a
wonderful little boy back to his family.
"Desiree, Tony, and Kaine"
WTH??? Isn't that obstruction? I don't get it . . . Bring Kyron home!

Kyron Horman case: Terri neglected the Kyron factor
Posted on July 22nd, 2010 by Valhall
Excerpt:
KATU has reported that sources associated with Skyline Elementary and others close to the investigation are verifying that Terri Horman did, in fact, tell Ms. Porter of a doctor’s appointment “on Friday”. Based on the reported “on Friday” statement, which appears to have been intentionally misleading, I am of the assumption at this time that Terri made this statement on Thursday, June 3rd. But that doesn’t mean I’m correct. I’m basing this on how illogical it would be to say “Kyron has a doctor’s appointment on Friday” when it is Friday and then think you’re fooling anybody. I also base this assumption on the fact Terri had to have been at the school on Thursday to deliver Kyron’s project so it could be set up prior to Friday morning.
Terri herself, through Jaymie Finster, has stated she informed Ms. Porter of the doctor’s appointment on Thursday. Of course, according to Jaymie, Terri said she told Ms. Porter of an appointment the FOLLOWING Friday, June 11th. This makes sense if Terri was trying to confuse Ms. Porter. Even though the more logical statement would be to say “Kyron has an appointment TOMORROW”, Terri wasn’t trying to be clear, in my opinion. She was trying to be confusing. She could have used “on Friday” speaking on Thursday and still claimed (AS SHE IS DOING) that she meant the following Friday.

Spicher reportedly left where she was working at 11:15 a.m. on June 4 and returned around 1 p.m.
The person who owns the house, who is cooperating with investigators, told them she called Spicher on her cell phone but she didn't answer, the source told KGW. A person who was working with Spicher, who is also cooperating with investigators, told them of trying to unsuccessfully find Spicher. If one is arrested, the rest will clam up. Also they do not want Kyron jeopardized in the process. They have a strong case Kyron is alive. Just my 2 cents.

Hello Mercy! Did you ever find anymore info on the black truck you spoke of? This case has me really befuddled, have never seen one handled quite this way before. I can't figure out what Terri had to gain by getting rid of Kyron and especially if she had help from friends.

Search for Kyron Horman: Parents Name Friend of Terri Horman as Second Possible Accomplice
New Reports Say Terri Horman Told Kryon's Teachers He Had a Doctor's Appointment to Excuse His Absence
By MIKE von FREMD and SARAH NETTER
July 23, 2010
http://abcnews.go.com/GMA/kyron-horman-family-names-woman-eyed-boys-disapperance/story?id=11234220
Police investigating the disappearance of Oregon second-grader Kyron Hormanwant to talk to a friend of Kyron's stepmother about the case, but she is apparently refusing to cooperate.
Missing Kyron's dad Kaine Horman can move back into the family home. A statement released overnight by the little boy's father and biological mother focuses on DeDe Spicher, a close friend of Horman's estranged wife, Terri Horman Terri Horman, who is under intense scrutiny by police and the community.
Spicher was identified by law enforcement as a confidante of Terri Horman and, according to her estranged husband and Kyron's father, Kaine Horman, she's not cooperating with investigators.
"She has not only been in close communication with Terri but has been providing Terri with support and advice that is not in the best interests of our son," read the family statement, accompanied by a picture of Spicher. "Additional information provided shows that she is refusing to cooperate with law enforcement, she is also going as far as to suggest to others that may have information regarding Kyron's disappearance, not to cooperate as well."
The Oregonian reported that Spicher, 43, was spotted by a witness leaving her job for about 90 minutes on June 4, the day Kyron disappeared from his elementary school. She was gone, the paper reported, around the same time the boy is believed to have vanished and that a second witness reported not being able to reach Spicher on her cell phone during that time.
"We implore DeDe Spicher to come forward and cooperate with the investigators," the family's statement continued. "If we find out through the investigation that she caused a delay in us finding our son due to her lack of cooperation, we will pursue civil remedies in this matter."
Bruce McCain, a retired captain with the Multnomah County Sheriff's Office, noted today that the continued updates on the investigation that have been coming from Kyron's parents are unusual for a complicated criminal case such as this.
"There's been absolutely silence from this investigative team. Everything we're learning about this is coming from Kaine and the Youngs," he told "Good Morning America."
It could be an orchestrated move by police to increase pressure on Terri Horman, he speculated, or it could indicate a rift between Kyron's family and investigators.
The family's statement comes one day after ABC's Portland affiliate KATU reported that Terri Horman had told Kyron's teachers and classmates that he would be out of the classroom that Friday at a doctor's appointment, giving the school no reason to expect him back after the science fair that morning where Kyron showed off his project on frogs.
But Terri Horman has been vague with investigators, the affiliate reported, later telling detective she was referring to the next Friday, June 11.
"Clearly even school children were aware that he was going to the doctor that day and they expected him to be at the doctor that day so now after the fact to say, 'I didn't know it was that day, it was another day' it is weak," former homicide detective C.W. Jensen said.
The school had faced immense scrutiny in the days and weeks after Kryon vanished after Horman told investigators that she last saw Kyron before leaving the fair and only realized he was missing when he didn't get off the bus that afternoon.
"That now gives about a six to seven hour window … in which no one was concerned about his whereabouts," McCain said, calling the move "carefully orchestrated."
Terri Horman has not been charged in Kyron's disappearance or named a person of interest, but investigators have made it clear they believe she knows more about the case than she has let on. Kaine Horman, Young and Young's husband have been more blunt, saying repeatedly they believe Terri Horman was behind it.

PORTLAND, Ore. -- Sources
tell KGW police have searched the homes of three friends of Kyron
Horman's step-mother in the past week to look for evidence in the case.
One of those friends has been identified by Kyron's parents as DeDe
Spicher, and they say she has information about Terri Moulton-Horman's
whereabouts on the day Kyron disappeared from Skyline Elementary on June
4. The family statement also says Spicher is not cooperating with the
investigation. More: Spicher
seen near Horman home June 4
Sources tell KGW one of Terri's friends may have violated a judge’s
orders by seeing a then-sealed restraining order, filed against Terri by
Kyron's father Kaine Horman.
Two of the homes were in Tualatin. A third search warrant at an
undiclosed location was executed Thursday. Sources tell
KGW investigators decided to obtain the search warrants after examining
cell phone records, emails and conducting surveillance. All three
friends had spent "significant" amount of time with Terri since the case
began, sources said.

Covering the Kyron Horman case
Kate Snow writes: You’ve all seen him by now. Kyron Horman. He is the cute little guy in glasses, standing in front of his science fair project on the red-eyed tree frog. He’s clearly so proud of himself. That picture was taken on the last day anyone saw Kyron. It was June 4th—seven weeks ago.
When I first met Kyron’s biological parents—Kaine Horman and Desiree Young— a couple of weeks ago, I was struck by how composed they were.
They had been through so much already. They seemed drained and deeply worried but also determined.
They told me they had turned a corner.
“I think I’ve moved past the sad, depressed all the time, crying nonstop-- to anger and frustration and dedication,” Desiree told me.
"It’s hard. I think we’re pretty much in the same place. It is—just that relentless focus to find him that, you know, drives us every day,” Kaine said.
I’m new to the Dateline NBC family so if you’re a die-hard NBC fan, you may not be familiar with my work. Over the years, I’ve been proud to cover a wide-range of stories that hopefully had an impact.
But the stories that stick with me forever are the stories that touch me as a parent.
I am the mother of two beautiful kids. I have a seven-year-old son. So when my new bosses asked me to travel to Portland, Oregon and meet with the parents of seven-year-old Kyron Horman I knew it would be a tough assignment. As parents, we all know intellectually that these are rare cases, but we can so easily imagine ourselves in the same position. The panic we would feel. The desperation.
Kyron’s elementary school was gracious enough to allow us inside to see his classroom. It is a beautiful old school, a throwback to a simpler time. There are little gardens planted by the children outside. The other day a few mothers were outside clearing away the weeds as summer vacation rolls on.
Kyron’s entire graduating class is just 26 kids. It’s the kind of rural community where everyone knows everyone.
I was struck by what a pretty area it is. There are rolling hills and old red barns next to vineyards and big swaths of tall pines.
Kyron’s parents are convinced that someone in that community knows where Kyron is. They want us to air an hour on "Dateline" because they hope it might help jar a memory, or convince someone to speak up. They’re convinced that Kyron is still alive. And with all my heart, I hope they’re right.
The report on the Kyron Horman case airs July 26, Dateline NBC Monday, 10 p.m./9 C.

DeDe Spicher ties to LE:
By Fred50 at http://boards.insessiontrials.com:
Regarding DeDe: According to a close source.... she is not cooperating
with the police or investigators, her father is a sherriff in Klamath
county, and a member of search and rescue. They helped look for Kyron.
Now he is there with her, and they are not talking and they are lawyering up.

Googled:
Sr. Tpr. Niehus (Klamath Falls) received a report of a capsized boat on
Klamath Lake. Niehus and a Klamath County SO (KCSO) responded
via boat. Spotters also arrived. No one had located the boat. Niehus
and Deputy Spicher continued onward to be sure. In 3-foot rollers, they
found the boat and a man clinging to the side of it. As they assisted, the
man climbed back into his boat. The man's behavior was not consistent
with one in distress, though his boat was sinking. They convinced the
man to get in their boat, and the man's odd behavior continued, even
after arriving on shore. KCSO arrested him for BUII—Drugs.
